This document is a dissertation submitted to the University of Oklahoma Graduate College by Ellen Ansley Dollarhide in partial fulfillment of the requirements for a Doctor of Philosophy degree. The dissertation is titled "Turning Words Into Action: A Case Study Exploring How Ideology Links Context and Change". It explores how the ideological content presented by district leaders is affected by context in the process of change. The study uses an ethnographic case study approach to examine how one mid-sized urban school district balances responding to political demands with supporting organizational culture development.
