- 2. Overview The Air Force Office of Small and Disadvantaged Business Utilization (SAF/SB) established the Manufacturing Technical Assistance Production Program (MTAPP) in 1997. Its Purpose: To assist in increasing and enhancing the competitiveness of small manufacturing firms in support of the Air Force, Department of Defense (DoD) and their major Prime Contractors. MTAPP is managed out of the Air Force Outreach Program Office (AFOPO), Brooks City-Base, Texas.
