CHAPTER III.
THE IMPLEMENTATION OF
RURAL DEVELOPMENT
PROGRAMS AND PROJECTS
A. People’s Participation
People’s participation is the citizens’ involvement in the
development process (economic, social and cultural and
political processes) that affect their lives.
Why?
• Decision making
• Meaningful input
• Communication
• Incorporation and preservation of values and customs
• Contribution to the development efforts: implementation,
monitoring and evaluation
• Shared benefits of the development programs
Typology of Participation
1 • Passive Participation
2 • Participation in Information Giving
3 • Participation in Consultation
4 • Participation by Material Incentives
5 • Functional Participation
6 • Interactive Participation
7 • Self Mobilisation
According to Zubair Meenai (2008)
"The principle of participation is widely recognized as a
right in itself. The right to take part in the conduct of public
affairs means that every person and all people are entitled
to participate in, contribute to, and enjoy civil, economic,
social and political development."
Importance of People’s Participation
• The FOOD AND AGRICULTURE ORGANISATION (FAO)
looks at participation from three (3) perspective:
•FUNCTIONAL
•EMPOWERING
•PHILOSOPHICAL
Advantages in Development
• Efficiency: Participation can ensure effective utilization of
available resources
• Effectiveness: Granting a say in the strategies of development
and participation in management ensures effective utilization of
resources
• Self-Reliance: With active involvement of the local people, it is
possible not only to break the psychological barrier of
dependence, but also to People's Participation, increase their
awareness, self confidence and control of the development
process.
• Coverage: People's participation in decision making process
widens the coverage among all sections including deprived and
weaker sections.
• Sustainability: People's involvement in governing the scheme
creates local capability and ownership of resources
B. Administrative Capability
• Administrative capability (operational effectiveness) is
necessary to Rural Leaders and Implementers to ensure
that the formulating of programs and budget, mobilizing
resources, recruiting and developing staff, building
support and operational infrastructures, and managing the
services and programs are properly handled.
• Leadership in rural areas is a key dynamic force that
motivates and capture the cooperation of people.
A strategy to impede the following:
• Local government may fail to recognize and respond
realistically to the cultural obstacles of the community
• Difficulty in performing managerial task
• Fail to develop program and other essential services that
the community needs
• Poor performance

leader and how the organization is
directed, administered and managed
efficiently
Impact to Rural Development
• Rural leaders must be efficient and capable in discharging
his duties and fulfilling its programs to its townspeople. It
is essential because of the following reasons:
• A rural leader is the one who can inspire, persuade, influence and
motivate useful changes.
• Influences others to accomplish such things as taking on more
responsibility, achieving high quality standards and raising ethical
standards
• Leaders can convey messages of development more convincingly
in the people’s language
• Leaders can help in enlisting participation of people in programmes
of their own development
• Leaders can use their influence and skills to bring people together
and empower them to take action for their development.
C. Resource Mobilization
• In Food and Agriculture Organization of the United
Nations, Resource Mobilization has replace the term
“Fundraising”.
• Resource mobilization refers to all activities involved in
securing new and additional resources for your
organization.
• Involves making better use of, and maximizing, existing
resources.
Importance
Resource mobilization is critical to any organization for the
following reasons:
• Ensures the continuation of your organization’s service
provision to clients
• Supports organizational sustainability
• Allows for improvement and scale-up of products and services
the organization currently provides
• Organizations, both in the public and private sector, must be in
the business of generating new business to stay in business
