This paper presents a multi-criteria handover decision-making algorithm designed for heterogeneous networks with carrier aggregation to enhance user connectivity during mobility. The proposed algorithm, termed MCHOD, adapts handover decisions based on various criteria such as resource availability, load, and signal interference, significantly improving system performance by reducing handover failure and enhancing throughput. Simulation results demonstrate that MCHOD outperforms existing algorithms, improving efficiency and providing uninterrupted service for mobile users.
