This document summarizes a research study on alternatives to incarceration for low-level offenders. It discusses the Back on Track (BOT) program, which provides workforce development, parenting support, life skills training, and educational opportunities to first-time drug offenders as an alternative to incarceration. The purpose is to demonstrate that these programs have lower costs than incarceration and help participants lead successful crime-free lives by addressing the root causes of their criminal behavior, such as lack of education and job skills. The study reviews literature showing the benefits of the BOT program components and aims to analyze incarceration and recidivism data to support expanding such alternative programs.
