Once a BMP is permitted based on good design, the work has just begun! The site must be prepared properly Materials must be delivered The BMP must be constructed and integrated into the drainage system (installation). These initial activities should be closely monitored and inspected. Site preparation is critical to many BMPs, such as infiltration. Manufactured products must be level and assembled properly. On-site personnel must be aware of the BMP and any special needs (i.e. a manual for manufactured products is critical). A self-inspection program should be in place.
By definition, BMPs intercept and hold pollutants. Will flows enter the BMP during the construction phase? If so, the BMP must be inspected and cleaned periodically. Information from the designer or manufacturer on construction phase cleaning and maintenance is critical. A schedule of inspections and cleaning should be established in advance. Records of inspections and cleanings during construction should be kept. Failure to understand construction phase cleaning and maintenance can permanently compromise land based solutions and can damage manufactured products.  Materials removed must be disposed of properly.  Often sediments can be integrated back into the site.
Good housekeeping and inspections have resulted in the BMP surviving the construction phase intact.  What’s next? A final inspection of the BMP should be made to document the condition of the BMP, and be added to the contractor’s Notice of Termination package.  Digital pictures should be used to document this work. Manufactured BMPs should have an inspection by a company representative to assure that the device is clean and operating properly. For sites such as subdivisions, roadway projects and commercial businesses an on-going program of inspection, cleaning and maintenance should be in place after the infrastructure construction is over. All this work prepares the BMP for its original purpose.
Post Construction Pollution Control (the original intent of the permit) The site owner should be met on-site at the time of issuance of an occupancy permit. A copy of the final inspection report for the BMP should be given to the site owner.  A copy of the operations manual or maintenance requirements for the BMP should given to the owner.  Ideally, a maintenance and inspection contract will be in place at the time of occupancy, and required before the site is allowed to be occupied. A record of all maintenance and cleaning activities should be required to be kept on site for all BMPs. Owners should be encouraged to be pro-active by a reminder letter near the date of scheduled inspection or cleaning activities.
From potential efficiency to documented removal, success is the goal!
