The Law of Conservation of Matter Chemical Equations MUST follow the Law of Conservation of Matter. This states that matter can not be created nor destroyed. Steps to balance a reaction Count the number of atoms of each element on both sides of the arrow. Balance atoms by placing numbers in front of each compound. Check your work by recounting the number of atoms of each element.
