RESPONSE PROGRAM
(EC-QRP)

Rationale:
• a response to the need for an
immediate presence during work-
related contingencies
• to extend assistance to covered
employees and beneficiaries in the
event of work-related contingencies
(benefits: income, medical, rehab)

Objective:
• provide workers who
suffer from work-
related contingencies
and their families
prompt and responsive
EC related assistance

What is the EC-QR program?
• EC-QRP is responsible for the daily
monitoring of events involving disasters,
calamities, accidents, occupational diseases or
deaths at the workplace
• Aims to provide assistance to victims/
beneficiaries of work-related contingencies
• Facilitate possible return to work of covered
victims after being disabled

• Psychosocial counseling to victims of
work-related contingencies and their
families
• Provision of information on the
Employees Compensation Program
(ECP)

1. Inform ECC officials of the work
contingency
2. Establish contact with the victim’s
employer to obtain information about
the accident, victim’s personal data,
employment status, whereabouts and
other pertinent information needed in
filing of EC claims

3. Establish communication with the
victim’s family through landline, cell
phone or house/ hospital/ funeral visits
4. Provide the victim and the company with
information on the ECP and initiate
psychosocial counseling for the victim or
his/her family

2015
 134 accident/ illness cases were attended to
nationwide
 Assistance given to victims / beneficiaries by way
of providing info on ECP, psychosocial counseling and
facilitation of EC benefits
 60.4% of victims involved uniformed personnel (53
victims from PNP and 28 from AFP)
 11.9% or 16 victims came from the construction
industry
 Other work-related cases involved falls, fires,
electrocution, electrical burns, stabbing incidents,
vehicular accidents, sinking of cargo ships, drowning
and shooting incidents
