This document proposes an incentive program to improve participation and retention rates in the Alternative Learning System (ALS) program across 11 rural barangays in Cagayan de Oro City, Philippines. It notes low participation and high dropout rates currently, which are attributed to economic constraints that prevent residents from engaging fully with the program. The proposed incentive program aims to address these issues by minimizing daily income losses and costs associated with participation. The scope is limited to looking at incentives and does not discuss other aspects of the existing ALS system, which are assumed to be functioning properly. The goal is to increase the number of residents who participate and complete the program by motivating them through economic incentives.
