Numerous communities are investing in reclaimed
water services in order to combat recurring drought
conditions. This is also increasing potential spend-
ing in the near term.

There was some discussion regarding the comparison
of CIPs for counties and communities without evaluat-
ing per capita spending. Table 23 on page 31 looks at
this issue.
This report does not address annual budgets and re-
cent increases in spending due to increasing construc-
tion costs or fuel expenses. This report does not address
the changes in employee allocation or changes in staff-
ing levels because staffing is not a capital expense.
There are numerous ways to fund capital improve-
ments: taxes, impact fees, user fees, and general reserve
funds. Revenue can be stretched further using Certifi-
cates of participation, general obligation bonds, and two
-thirds bonds.
Pages 33 through 35 are copied from NC State
Statutes and shows for what purposes bonds may be au-
thorized. There are concerns regarding what impact the
issuance of more bonds will have on the bond ratings of
the communities looking to bonds as a funding source.
There are also concerns regarding a trend to tap into
fund reserves rather than raise taxes.
Capital Improvement programs can be used in at least
three distinctive ways:
1. To Plan for Future Budgets

2. To Plan for Future Bond Referendums

3. To Plan for future rate increases, for either taxes or
service fees.

Conditions change, budgets change, and capital im-
provement needs change. Recent growth is straining our
school systems, our water systems, and other resources.

The time to plan for capital improvements is before
you need them. State statutes allow for cities and
counties to secure bonds for hospital facilities, corpo-
rate purposes, parks and recreation facilities, sanitary
sewers, solid waste systems, storm sewers, industrial
parks, and public transportation facilities. These pro-
jects can help prepare the Kerr-Tar region and the lar-
ger Reality Check region for the large influx of jobs
and residents during the next 20 years. Planning for
these projects will be crucial for the Kerr-Tar region.
