Understanding the policy processes behind action to
tackle undernutrition – nutrition’s enabling
environment
“Enabling Environment for nutrition = political and
policy processes that build and sustain momentum
for the effective implementation of actions that
reduce undernutrition.
Rather than wait for political will to emerge by
chance…a (political) momentum can be developed
and sustained”

malnutrition: building commitment and accelerating progress. The Lancet.

Characterizing Enabling Environments
What does an enabling environment for undernutrition
reduction look like?
• Three vital factors for converting momentum into impact:
Framing,
knowledge
and
evidence
Politics and
governance
Capacity
and
financial
resources

What is Political Economy?
“the competing interests, incentives, and ideologies
of a range of different actors with direct and indirect
interests in nutrition, and the resultant inequalities”

WHAT KINDS OF CAPACITY MATTER?
• INDIVIDUAL:
• tools, skills
• performance and personal capacity
• COMMUNITY:
• Social capital, CBOs, leadership
• ORGANIZATIONAL: staff and infrastructure
• Staff workload, supervision
• Facilities, services, horizontal and vertical links
• SYSTEMIC: structures, systems, roles
• Decision-making forums and processes
• Systems of financing, communications, problem-solving, M&E etc.
• Authority, responsibility, power, leadership
8Potter, C., & Brough, R. (2004). Systemic capacity building: a
hierarchy of needs. Health policy and planning, 19(5), 336-345.

Transforming Nutrition: Ideas, Policy and Outcomes
• Why some countries choose to address nutrition is becoming
better known. Evidence on ‘what to do’ is relatively clear.
What’s not clear is why it’s not done.
• Individuals have been recognised as essential in championing
the policy changes necessary to address undernutrition
• But…who leads, how and why do leaders emerge, and how do
they operate are key questions.
Nutrition leadership: why and how?

Editor's Notes

  • #2: Welcome to Brighton, to IDS, to the Sixth annual Transforming Short course Nicholas Nisbett; co-convenor of this course along with Purnima Menon Fellow at IDS and a member of the Transform Nutrition Consortium Not only will we spend a fantastic week together exploring the latest in nutrition knowledge and evidence and considering how to put that into action But you will join a global community of over 200 people who have been through our short course here and in India.
  • #12: What is motivating people to become leaders in nutrition, is there anything common in their background which may have led to them to champion nutrition? What enables leaders to operate effectively in the nutrition policy sphere; In particular, what are their analytical and political capabilities? What are the external challenges and barriers to their effective operation? What do leaders assess as knowledge gaps that are important to fill; how do they employ their existing knowledge? This is dynamic. How can the international policy community better support and nurture emerging leaders?
