This document presents a design for a multi-agent recommendation system aimed at adapting online learning resources to individual learners' profiles, especially during the pandemic. The system incorporates learners' mental and physical health, social situations, and technical conditions to recommend appropriate educational content, utilizing ontology and rule-based reasoning methodologies. The study emphasizes overcoming the one-size-fits-all approach in e-learning by recognizing diverse learner characteristics and promoting personalized educational experiences.
