This document proposes a peer-to-peer (P2P) network for accessing open archive resources. It aims to address issues with current methods like inconsistent interfaces and lack of guaranteed access. The solution would bundle resources and metadata into intelligent objects using MPEG-21. These objects would be published to an AXMEDIS P2P network for wide dissemination and direct manipulation while preserving authority and reliability via persistent identifiers. The approach redefines data provider roles and introduces new content production nodes to package resources into intelligent objects for distribution.
