Developing Management Information System (MIS) for better monitoring of scheme/processes/financial transactions/other regular activities of any organization using state of the art Information & Communication Technology (ICT) Providing appropriate decision support system using the MIS for optimal utilization of resources Capturing data (voice, picture, precise location) at real-time using mobile telephony and presenting analyzed data for of the activities being carried out at different places simultaneously Analyzing data of events spread over any geographical area and presenting those on thematic maps using Geographic Information System (GIS) for monitoring spatial aspects of the data being monitored Developing customized web-enabled GIS, specific to the need of any organization with the above features Evaluation of programmes/schemes Broad Areas of Activities

Any particular application of technology has to be customized to meet the specific need of the organization RF can study the need of the organization and prepare the System Requirement Specification (SRS) Based on the SRS, RF can develop the system using appropriate technology RF has digital maps of all the districts, blocks and revenue villages as well as Census data for showing location of events and analysing the socio- economic contexts, where needed RF has worked/working for international organization like UNICEF, FAO, monitoring of World Bank assisted programme, several State Govts, monitoring MGNREGS programme of the GOI and several leading NGOs Idea of some possible applications are in next slides Services for Private/Non-Govt. Activities of any organization comprise of carrying out various processes with their resources, sometime at different locations by many people, for getting desired outputs The MIS captures the inputs, processes and the outputs and analyses the same for reporting the critical operational indicators and highlights failures which require taking corrective or promotive measures Web-enabled MIS helps to share the MIS to be used by all stakeholders located at different places and guides all of them simultaneously for knowing key performances and taking appropriate measures for improvement The MIS has to be developed as unique solution for every organization Developing MIS

- 6. System can show the status of Wasting, Underweight, Stunting of individual child to monitor the growth and helps to take necessary action accordingly Nutritional Status of Children-0 to 5 Years
- 7. In conventional MIS progress at certain intervals, e.g. every month, are captured and analyzed. So, taking any desirable corrective or other interventions are delayed There are many processes in which loss of time is not recommended and it is desirable to follow all developments as and when that happens for prompt interventions RF has developed expertise in tracking events/processes on a real- time basis by sending data/photographs using mobile phones. Data can be sent through voice, which remains stored Performances of workers/progress of works in far away places, movement of transport fleets can be monitored easily using web-enabled real-time monitoring system & the same may be reflected on web-map and the mangers can view the status instantaneously on the website. Photographs automatically carry information of the location (latitude & longitude) and time of taking photograph, which acts as an evidence on location specific development Data transfer requires internet connection – if no connectivity is there on the site, then data remains stored & transferred when the mobile phone is taken to a place having connectivity Voice data has to be transcribed later for feeding data to the server for analysis and giving feedback to guide the worker as well as the management /policy maker It is possible to monitor & guide field workers daily or even more frequently using evidence-based monitoring Quality of data is much superior because it is evidence based (voice record/photograph, exact location and time) and the whole process brings transparency & accountability Real-Time Data Management (cont’)

- 10. Android run mobile phones are used to capture picture, voice etc from the field. The GPS and the GPRS enabled system transfers the data immediately to the server for further processing Real Time Data Management

Real-Time Data Management – Current Applications RF has used the technology for capturing and processing health and nutrition parameters of pregnant & lactating mothers, risk factors for safe delivery and children located in remote areas for guiding health workers and sending SOS to doctors for prompt intervention Severely Acute Malnourished children are very vulnerable and need prompt attention. The technology has been used to track and monitor progress of nutrition of such children Monitoring progress of construction of physical assets under schemes like MGN Rural Employment Guarantee scheme Monitoring progress of implementing schemes by the Gram Panchayats in which status of progress on the site is photographed at the beginning, middle and end of the scheme and all attributes are available for public viewing
- 13. The Dashboard captures ANC status and risk factors of all expecting mothers within each Health Sub-centre and help to identify services due and risk factors to be mitigated and notifies status every day to health workers/doctors MIS-Health Status of Pregnant Mothers

Following picture shows capturing geo-stamped photographs of all the assets and porting those in the GIS (transferred to web server in real time through GPRS) so that anyone can identify exact location and nature of assets created and can also view the important attributes of the assets created Monitoring construction of assets under MGNREGS

Normally every data corresponds to a location and knowledge and clear visualization of the location helps better understanding and knowing which authority is accountable Spatial data can be better visualized on maps using GIS GIS can use geo-referenced map, in which every point on the map actually matches with latitude & longitude of the map of the actual object or notional map where location is notional Organizations having activities over different geographic location can develop GIS showing location and attributes, including pictures etc of all activities on the maps Sharing of information to all stakeholders, including donors, becomes very easy using web-enabled GIS A system may have a combination of MIS & GIS Analysis and Visualization of Data Using GIS

- 25. The GIS and MIS modules of any system are combined to give analysis of data in conventional as well as in spatial form and is a very strong tool for monitoring. The Nutrition Surveillance system of Dhalai district of Tripura uses such system developed by Riddhi System with Combination of MIS & GIS
- 26. Web based GIS has been developed for Dhupguri Block of Jalpaiguri and Ward 58 for capturing and presenting the data on malnutrition and tracking all the malnourished children, expecting women and adolescent girls.
