COALITION AND GOVERNMENT RELATIONS
DEVELOPMENT AND ENHANCEMENT
Extensive experience in evaluating an organization’s
government relations needs and enhancing existing programs
to meet internal objectives and help support clients’ needs:
•	Rebranded a 30-year-old coalition resulting in increased
and diversified membership and a revitalized presence on
Capitol Hill and before the Administration.
•	Created a full-time Washington DC presence for the U.S.
subsidiary of an international A/E firm, including enhancing
its political action committee and advocacy efforts.
•	Strengthened existing U.S. government relations program
supporting current operations and marketing  business
development programs for transportation efforts in the U.S.
for a multi-national (U.S. owned) E/P/C corporation.
CONGRESSIONAL RELATIONS
• Actively participated in the development of legislation
resulting in progressive policy enhancements, Public Private
Partnership incentives, and increased funding levels for
numerous infrastructure programs and services, including
the Surface Transportation Board (STB), five surface
transportation laws reauthorizing the Federal-Aid Highway
(Mass Transit) Program, Federal aviation programs, and laws
authorizing the Water Resource Development Act, and Clean
Water and Safe Drinking Water programs.
• Advocated for maximum Federal authorization and
appropriations investment in infrastructure programs and
Initiatives including the Airport Improvement Program,
Federal-Aid Highway Program (Mass Transit New Start/Small
Start/Core Capacity program), and Army Corps of Engineers
Civil Programs (emergency/relief efforts).
REGULATORY EDUCATION
• Oversaw the development of comments on proceedings
before the STB, including potential railroad Class I mergers,
revisions to arbitration processes, rail service performance
data, and railroad revenue adequacy determinations.
• Successfully helped public and private sector clients navigate
the Federal agency process and protocols resulting in Federal
approvals of surface transportation and airport projects, and
land development Initiatives.
POLITICAL ACTION
• Created, implemented, and grew political action programs
aligned with overall government relations programs
supporting internal growth objectives, client issues, and
industry concerns.
ABOUT ANN WARNER
Prior to forming Ann Warner LLC in 2013, Warner held senior
positions with U.S. affiliates of international corporations and
major trade associations.
As Vice President and Director of Government Affairs with
ARCADIS U.S., Inc., Warner created, managed and grew the
company’s first Washington, DC government relations function.
While serving as Vice President and Manager of Government
Programs for Bechtel Infrastructure Corp., Warner advocated for
progressive infrastructure policies and Increased funding before
the U.S. Congress, and provided strategic advice, intelligence
and insights on policy initiatives, funding levels, and agency
implementation to Bechtel’s customers, internal colleagues and
project managers, along with industry stakeholders, and state/
local decision-makers.
Earlier in her career, Warner served as Vice President,
Government Relations for the Airports Council International-
North America, and held similar high-level positions with the
International Bridge, Tunnel, and Turnpike Association and the Air
Conditioning Contractors of America.
Her tenure on Capitol Hill included legislative responsibilities for
former U.S. Representative Ken Kramer (R-CO).and the late
U.S. Representative Phil Crane (R-IL).
Warner is active in various infrastructure-related trade
associations, including the Aero Club, American Council of
Engineering Companies, American Public Transportation
Association, National Waterways Conference, The Road Gang,
and Transportation Research Forum.
Warner holds a Master in Business Administration degree
from The College of William  Mary in Williamsburg, VA and a
Bachelor of Arts degree, double majoring in History and Political
Economy, from Hillsdale College in Hillsdale, MI.
Born and raised in Denver, CO, Warner lives in Northern Virginia.
