- 9. WELCOME MESSAGE June 2, 2015 Dear APAPA Supporters, I send greetings to all attending the Asian Pacific Islander American Public Affairs Association (APAPA) Greater D.C. Grand Opening tonight. I am truly honored to greet you all as one of APAPA's Founders and as Chairman Emeritus of APAPA's Greater D.C. Chapter. APAPA has made great strides in the Asian American and Pacific Islander (AAPI) community by promoting active participation and leadership in civic and public affairs at the local and state level. Through their civic engagement, youth leadership development, and community service programs, APAPA’s humble start in mobilizing and empowering our community and young leaders in California’s local and state elections led to significant increases in AAPI participation in elections and in legislative and constitutional offices. With over 15 chapters nationwide, the new Greater D.C. Chapter will further promote and reflect our community’s voice in the policy making process at the national level. Now, APAPA unites our communities, raises our profile in Washington D.C., and links the West and East Coasts. All this progress is due to our APAPA Founder and Chairman C.C. Yin. - 14. Tenor Hongfa Chu Tenor Hongfa Chu has sung throughout the metropolitan area as a soloist in churches and as a recitalist. He has performed with the Washington Opera, the Washington Concert Opera and the Peabody Opera Studio. Richmond Times hailed him as “a tenor with a very handsome voice after he performed at the Richmond University.” His solo recital at the Jewish Community Center of Greater Washington was well received. He has been the director of operations for Opera International since the founding of the organization. He is a graduate of Tianjin Foreign Language Institute and a recipient of a special merit scholarship at the Peabody Institute of Music, and awarded a Li Foundation Fellowship to promote international music cooperation between the United States and China. APAPA-Greater DC Chapter First Year Goals The Greater Washington, DC Chapter (GDC) seeks to leverage APAPA’s national capabilities to benefit the local area Asian Pacific Islander American (APIA) community. The APAPA-GDC Board of Directors has set four goals for grassroots efforts during its first year: 1. Establish a diverse and representative local APIA membership base — acting in partnership with existing APIA organizations. 2. Educate APIA youth about the democratic process at different levels of government. 3. Address issues that affect this area’s APIA community. 4. - 15. MASTER OF CEREMONIES Mark L. Keam is a member of the Virginia House of Delegates, representing a portion of Fairfax County. In November 2009, Mark became the first Asian-born immigrant elected to state-level office in Virginia. He is currently serving his third two-year term. A legislator with a strong reputation for bipartisanship and effectiveness, Mark focuses on creating jobs, improving schools, addressing traffic gridlock, reducing burdens on businesses, strengthening safety nets, and making government more transparent, efficient, and accountable. Several bills that Mark drafted have become law in Virginia, including a new tax credit to encourage “green jobs,” accessing civilian healthcare jobs for military veterans, providing property tax relief for elderly and disabled homeowners, requiring food allergy training for restaurants, easing the transition process for military veterans returning home, expanding life-long learning opportunities for senior citizens, penalizing sales tax fraud, promoting the high-tech digital forensics industry, and improving prisoner reentry process to save taxpayer costs. Mark has also been the lead Democratic cosponsor of several Republican bills that have become law, including crowd funding for start-ups, fighting abusive patent trolling, tax credits for high-tech research and development, promoting data centers for cloud computing, teleworking options to ease congestion, and making Virginia an attractive location for the film industries. In the House, Mark serves on the highly sought-after Commerce and Labor Committee as well as on the Education, Finance, and Agriculture-Chesapeake-Natural Resources Committees. He is a member of special joint subcommittees that study tax preferences and recurrent flooding issues. Mark co-chairs the bipartisan and bicameral Tourism Caucus and the Prayer Caucus. When the General Assembly is not in session, Mark is a part-time senior advisor in a technology company which he joined after serving in both the executive and legislative branches of federal government. For six years, Mark was Chief Counsel to Assistant Senate Democratic Leader Dick Durbin on the Judiciary Committee. Mark was also Assistant Chief Counsel with the Small Business Administration, and an attorney with the Federal Communications Commission. Mark’s long history of community service extends to a variety of local, state, and national organizations. He currently serves on the boards of the Virginia Literacy Foundation and the University of Virginia Thomas C. Sorensen Institute for Political Leadership. He is a former president of Courthouse Oaks Homeowners Association and the Asian Pacific American Bar Association of the Greater Washington Area. Delegate Mark L. Keam
- 16. KEYNOTE SPEAKER Judy Chu was elected to the U.S. House of Representatives in July 2009. She represents the 27th Congressional District, which includes Pasadena and the west San Gabriel Valley of southern California. Rep. Chu currently serves on the House Judiciary Committee, where she is a member of the Subcommittees on Intellectual Property and the Internet as well as Crime, Terrorism, Homeland Security and Investigations. She also serves on the House Small Business Committee, which has oversight of the Small Business Administration. Rep. Chu is the Ranking Member on the Subcommittee on Economic Growth, Tax and Capital Access. She is also a member of the Subcommittees on Contracting and Workforce as well as the Subcommittee on Health and Technology. In 2011, Rep. Chu was elected Chair of the Congressional Asian Pacific American Caucus, which advocates for the needs and concerns of the Asian American and Pacific Islander community across the nation. Rep. Chu founded and co-chairs the Congressional Creative Rights Caucus, which advocates for the copyright protections of those in the creative industries, such as music, film and visual arts. She also serves in leadership of the House Democratic Caucus as a Member of the Steering and Policy Committee. In 2014, after years of work and outreach, Rep. Chu introduced legislation to create a National Recreation Area to preserve and sustainably expand access to the San Gabriel Mountains. President Obama followed Rep. Chu's call for permanent protection and declared much of the area the nation's newest national monument. Rep. Chu was first elected to the Board of Education for Garvey School District in 1985. From there, she was elected to the Monterey Park City Council, where she served as Mayor three times. She then was elected to the State Assembly and then California’s elected tax board, known as the State Board of Equalization. In 2009, she became the first Chinese American woman elected to Congress in history. Representative Judy Chu

Edward Chow, Chairman and Co-chair, External Affairs Committee Maryland Edward Chow, Jr. has extensive experience in both the public and private sectors, and has dedicated his life to helping veterans. He served as Secretary of the Maryland Department of Veterans Affairs, Deputy Assistant Secretary for Policy at the US Department of Veterans Affairs (VA), City Administrator for the City of Kent, WA, and Director of Emergency Services for Washington State. He has an illustrious background related to his military experience, beginning with service in the US Army Reserve. Upon graduating from Seattle University, where he earned his Bachelor of Commercial Science, he was commissioned as Second Lieutenant and served in the US Army, in Germany and also in Vietnam, awarded the Bronze Star, and completed his military service with the rank of Captain. He has served at the national and local levels of various veterans’ organizations, such as National Vice-President, Vietnam Veterans of America and President of the Maryland State Council for the Vietnam Veterans of America, and is a life member of the Japanese American Veterans Association. From 2007 to 2009, he served as the Director of Programs for the Asian Pacific American Institute for Congressional Studies, a non-profit, non-partisan educational organization that serves as an informational resource to Congress about the Asian Pacific American community. In 2000, he received the Legion of Honor from the Chapel of Four Chaplains, and, in 1992, he received the President’s Executive Award from the Washington State Council of Vietnam Veterans of America. He earned his MPA from the University of Puget Sound, Certificate of Planning for Nuclear Emergencies from Harvard University, and Certificate from the Lyndon B. Johnson School of Public Affairs from the University of Texas Public Executive Institute. Allen Goshi, Co-chair, Advocacy Committee Virginia Lieutenant Colonel Allen (Al) Goshi, U.S. Army, Retired, currently serves as an attorney for the U.S. Department of Labor. He was born in Baltimore, Maryland, and grew up in Hawaii. Inspired by his family’s and the Asian and Pacific Islander community’s heritage of service during and after World War II, he attended the US Military Academy at West Point, New York. He served in Armored Cavalry units in West Germany and the United States, and attended Georgetown University Law Center under the Army’s funded legal education program. During his 26 year career as a Judge Advocate officer, he became one of the Army’s legal experts on special operations, counterterrorism, foreign assistance, and rule of law development. He advised senior military and civilian government officials in the United States and on a dozen combat and operational deployments. He also served as a Special Weapons and Tactics (SWAT), close quarters firearms, and freefall parachuting instructor. In his final combat tour, he spent 2 years in Afghanistan and South Asia assisting military and civilian officials with foreign government rule of law efforts. His awards include the Outstanding Armed Services Attorney Award from the Judge Advocates Association, the Legion of Merit, Bronze Star Medals, Combat Action Badge, as well as awards from foreign governments and the US Department of State. - 18. Song Hutchins Maryland Song Hutchins is President and CEO of Asian-American Homeownership Counseling, Inc. (AAHC), established in March 2010 to help promote responsible and sustainable homeownership, particularly among recent immigrants who have significant difficulty navigating the American financial and housing system. In December 2007, she founded the DC Metro Chapter of the Asian Real Estate Association of America (AREAA), for which she now serves as President and inaugural Chairperson of the Board of Directors. AREAA DC Metro is dedicated to providing its members with essential information to help grow their businesses and learn how to best serve the Asian American community in today’s volatile housing market. She is a Certified Reverse Mortgage Professional (CRMP) and Vice President at Capital Point Funding Group, Inc. where she is an expert on reverse mortgages for seniors serving the Maryland, Virginia, and DC region. She is Chairwoman of the Washington Korean Realty Association (WKRA) in the Greater DC area. WKRA’s mission is to help guide Korean realtors to better serve the Korean homeownership community with up-to-date market information, rules and regulations (compliances), and provide direct educational programs to consumers. She is also Co-chair of the Asian American Advisory Group to the County Executive, Montgomery County, Maryland. Soohyun (Julie) Koo, Vice Chair Washington, DC Soohyun Koo is the managing principal of Luceque Global Group, connecting opportunities globally and solving problems for corporations and organizations between the United States, Korea, and China. She was appointed by two successive Mayors to lead the office on Asian and Pacific Islander Affairs in DC During her 8-year tenure, she advised the Mayor and the District government agencies on issues related to the Asian American and Pacific Islander population of 40,000 in Washington, DC. She also directed community engagement and outreach to an average of 35,500 people annually. In this role, she designed and orchestrated a comprehensive communication and outreach campaign that increased the agency’s community network by 500 percent. She also served in the same agency as an outreach coordinator, then deputy director for a total of 6 years. During this time, she spearheaded the sister city agreements between DC and Seoul, Korea. She also worked closely with the DC-Beijing, China sister city committee to facilitate a cultural and economic partnership. In her native country of South Korea, she was a senior specialist for Korea-China’s Economic Relations and Corporation division at the headquarters of the Korea Chamber of Commerce and Industry in Seoul, where she advised on trade and investment policy between China and South Korea. She is the recipient of the Downtown Business Improvement District’s 2009 Momentum Award for Downtown Detail, for her role in restoring the iconic Chinatown Gateway Archway. Her work as a tireless advocate has won her numerous awards, including the US President’s Volunteer Service Award. She earned her MA in Interpretation and Translation from the Graduate School of International Studies of Hankook University in South Korea, and is a certified conflict resolution facilitator. She is a senior advisor of the US-China Chamber of Commerce, advisory board member of the International Leadership Foundation, and serves as an advisor for several other non-profit organizations. Rose Li, Chair, Leadership Development Committee Maryland Rose Li is President and CEO of Rose Li and Associates, Inc., specializing in science management and research administration, including project management, research policy development, scientific writing and editing, peer review, and scientific meeting planning. Prior to founding RLA in 2003, Dr. Li held leadership positions at the National Institutes of Health, including as Special Assistant for Policy Development with the NIH Office of Communications and Public Liaison, as Chief of the Population and Social Processes Branch in the Behavioral and Social Research Division of the National Institute on Aging, as Senior Policy Advisor to the NIH Office of Extramural Research, and as a program official with the National Institute of Child Health and Human Development. She is past president of the Association of Princeton Graduate Alumni, and currently serves as co-chair of the Asian American Alumni Association of Princeton. In 1999, she was named Outstanding Woman in Science, Maryland State Department of Education and the Maryland Commission for Women, and was selected as a Fellow of the Okura Mental Health Leadership Foundation. She served on Maryland Governor-Elect Larry Hogan’s Transition Team, and was appointed by the Governor to the Commission on Aging. She is a member of the Asian Pacific American Advisory Group to the County Executive, Montgomery County, Maryland. She appears occasionally as a commentator on Montgomery County’s 21 This Week public affairs cable TV program. She completed her BA and MBA from the University of Chicago, her PhD from Princeton University in Public and International Affairs, with a concentration in population policy, and postdoctoral studies on aging in Asia at the University of Michigan, Ann Arbor. Roy Liu Washington, DC and Virginia Roy Liu is an associate with Hogan Lovells. His practice focuses on navigating global traders and investors through a variety of complex US regulatory and litigation issues. His areas of practice include US export controls and economic sanctions, reviews and investigations by the Committee on Foreign Investment in the United States, anti- corruption compliance (including compliance with the FCPA), and U.S. customs regulations. He also has experience in antidumping investigations and WTO and trade policy issues. He earned his BA in philosophy and mathematics from Williams College, and his JD from Stanford University. Divya Mehra, Secretary Virginia Divya Mehra is a first generation American, born to Punjabi-Indian parents. She currently works as a documentation and proposal manager for an IT company, focusing on a biometric identity product. She has a BA in International Affairs from George Washington University, and an MS in Public Policy, Peace Operations from George Mason University. Her passion is in international affairs and non-profit work. Her experience stems from starting her own non-profit with similar interests as APAPA – particularly, civic collaboration and community service, and hopes to bring some of her non-profit experience to the group. - 20. Farah Moiduddin Maryland Farah Moiduddin is a program manager for the Food and Drug Administration (FDA). Her program reaches and assists all facets of the FDA work to enforce laws and regulations, such as the Food Safety Act of 2009. With her familiarity in FDA policy and her experience in information technology, she is able to marry the two to assist the FDA in streamlining its processes and automating reviews to make more efficient and timely decisions on enforcement actions. She earned her Bachelor's degree at University of Maryland, College Park (UMCP). During her tenure at UMCP, she worked full-time at Booz Allen Hamilton, which shaped her career at the FDA. Hung Nguyen, Chair, Advocacy Committee Virginia Hung Nguyen is the Managing Director of HN Consulting, a business process-driven, information management and cyber security consulting firm. He is an advocate for small businesses and has generated over $200M in contract awards. He promotes social entrepreneurism, innovation, and philanthropy within the business community and community-based organizations. Since 2004, he has served on the Fairfax County Consumer Protection Commission, currently serving as Vice Chair. He is former Chair of the Governor’s Virginia Asian Advisory Board, Commissioner and Treasurer on the Virginia Governor’s Commission on Community and National Service, Board Member of the America's Service Commissions, Member of the Virginia 2007 Community Citizen Planning Committee, and the President of the National Congress of Vietnamese Americans. He serves as an advisor to CAPAL and is a member of the Military and Hospitaller Order of St. Lazarus of Jerusalem. He is a recipient of the 2007 Who’s Who in Asian American Communities Award and the 2008 Fairfax County Barbara Varon Volunteer Award. In 2006, responding to Hurricane Katrina relief efforts, he submitted a report "Vietnamese Americans in Hurricane-Impacted Gulf Areas: An Assessment of Housing Needs" to the Congressional Asian Pacific American Caucus. Additionally, he worked with Freddie Mac to translate CreditSmart® into Chinese, Korean, and Vietnamese as part of CreditSmart® Asian. In 2010, he staffed the Office of the Secretary of Defense’s Fort Hood Independent Review Task Force. In November 2013, he became the first Vietnamese American candidate for Virginia House of Delegates and received over 45% of the votes in the general election. Gail Schnell, Chair, External Affairs Committee Maryland Gail Schnell is the President & CEO of Schnell-Tech Solutions LLC, an IT consulting and contracting company, and is a US Army Operation Enduring Freedom (OEF) veteran. After returning home from her deployment in Afghanistan, she started her company, which is woman-owned, minority-owned, veteran-owned, and SDVOSB Certified. She was born in Hawaii, grew up on US military bases in Japan, and has a Philippine ethnic background. Rana Shaikh, Treasurer Maryland Rana Shaikh is vice president in the Small Business Banking division at BB&T, with over 16 years’ experience in the finance industry with expertise in business development, commercial financing, cash flow analysis, treasury management services, and portfolio management. She has served as a Commissioner to the State of Maryland’s Governor's Commission on South Asian American Affairs, working closely with the South Asian diaspora community to engage individuals and organizations in partnerships with State government in promoting their social, cultural, and business interests, including through initiatives such as Muslim Legislative Night, formulating a book highlighting Muslim patient health, cultural, and religious needs that will be distributed by the State of Maryland to hospitals and medical care facilities, and hosting government officials for Ramadan events. She was the 2013 Co-Chair for the State of Maryland Asian American Business Conference, the largest Asian American Business Conference in the State of Maryland. The conference focuses on connecting Asian business owners to resources within the state government and provide information regarding, financing, taxation, import/export and government contracting. She is active in interfaith initiatives throughout the metropolitan region, most recently organizing an interfaith artists showcase. Corinna Yi-Yuan Shen Maryland Corinna Shen was born and raised in Taiwan. She is a prominent Asian American entrepreneur and community leader in the Washington Metro Area, with 40 years of experience in business ownership, marketing, public relations, and community organizing. After attending Ming Chuan University in Taipei, she settled in Seattle, Washington in 1975 where she managed a family-owned seafood business as well as a Seattle-based import export company. Currently, she is the owner of Gourmet Inc. T/A Seven Seas, a Chinese restaurant located in Rockville, Maryland. As a business owner and expert on Asian cuisine, she has hosted various culinary workshops as well as television news, radio shows, and other trade shows. She is also a partner with MIE Group, an international public relations consulting company. She served as Director of Public Relations for the International Leadership Foundation (ILF) for 12 years. She is co -founder and Board member of the Washington Chinese Gourmet Association, and a member of the Asian American Advisory Group to the County Executive, Montgomery County, Maryland. - 22. Haipei Shue Maryland Haipei Shue, a native from mainland China, came to the United States as a graduate student at University of Wisconsin-Madison, majoring in sociology. He came to Washington DC in the early 1990's as a student activist, human rights advocate, business lobbyist and an avid environmentalist. In the last ten years, he participated more in Chinese and Asian American community affairs and has been a strong advocate for its political participation. He is also a frequent commentator with media outlets and honorary president of National Council of Chinese Americans. Xin Tao, Co-chair, External Affairs Committee Washington, DC and Maryland Xin Tao is an attorney with Hogan Lovells, an international law firm, advising clients on food and drug law with a particular focus on food ingredients, food packaging materials, and dietary supplements. He has helped numerous food and dietary supplement companies evaluate the need for marketing approval from the US Food and Drug Administration (FDA) and the US Department of Agriculture (USDA). With both a working knowledge of the applicable regulatory requirements and a strong understanding of food science, he is able to work with clients closely to navigate the evolving FDA/USDA regulatory environments, communicate with agency officials, and develop innovative regulatory strategies. He earned his BS in biotechnology from Shanghai Jiao Tong University, his MS in biochemistry from Texas A&M University, and his JD from Georgetown University where he was Senior Editor of the Georgetown International Environmental Law Review. Bouy Te, Co-chair, Leadership Development Committee Virginia Bouy Te, a survivor of the Khmer Rouge regime in Cambodia, immigrated to Minnesota in 1981 where he began his career in education and politics in education. He started as a classroom teacher with the Minneapolis Public School District and as the District’s Federal Title VII Parent Program Developer for 6 years. He was selected by the National Coalition of Advocates for Students in Boston, MA to direct the first national project that focuses on building partnerships between Asian American/ immigrant families and US public school systems. In 1999, he became one of the two highest-ranking Asian American political appointees at the US Department of Education. In 2001, he was named the National Education Association’s Director of School System Capacity, the highest-ranking Asian American executive staff member in the NEA’s 150-year history. He has served as President of the National Association for the Education and Advancement of Cambodian, Laotian and Vietnamese Americans, Chair of the Board of Directors for the Southeast Asia Resource Action Center, and a Founding Board member for the National Cambodian American Organization. He recently joined Angkor Association Inc. as the Vice President for policy and compliance. He earned his MPA with concentrations in Laws and Government from Hamline University, MN, and a Bachelor’s degree in Mathematics from the University of Minnesota. Stan Tsai, President and Chair, Community Service Committee Maryland Born and raised in Taiwan, Stan Tsai came to the United States to attend college and earned a Master Degree in Computer Science. He worked as a computer software engineer in the healthcare field for more than 20 years. As a long time grass roots community service organization leader and volunteer, he serves in many Chinese community organizations in the Washington DC area, including as Chairman of the Board and President of the Chinese Culture and Community Service Center, Inc.; Chairman of the Board of Directors of the Asian American Homeownership Counseling, Inc.; Co-chair of the Asian American Advisory Group to the County Executive, Montgomery County, Maryland; Member of the Board of Directors for the Organization of Chinese Americans and Co-president and Board Member of the OCA DC Chapter; Vice President and Board Member on the Republic of China Veteran Association of Metropolitan Washington; Member of the Board of Directors for the Chinese Consolidated Benevolent Association; and Co-Chair of Coalition of Asian Pacific American Democrats-Maryland. Clifton Yin Washington, DC Clifton Yin is a communications specialist at a government consulting firm, Energetics Incorporated, where he supports the US Department of Energy's Advanced Manufacturing Office. He previously worked at the California State Assembly, first as a Jesse M. Unruh Fellow and then as a legislative assistant, for Assemblyman Robert Huff. He has also worked at Capital Development Strategies, a Sacramento-based political fundraising firm, and the Information Technology and Innovation Foundation, a Washington, DC-based think tank. He serves as a council member of the Millennial Action Project, and also volunteers as a career mentor for college students as part of a Taiwanese American Professionals program. HISTORY & ACCOMPLISHMENTS In 2001, CC Yin, Chiling Tong, Joe Szabat, and other diverse community leaders recognized a need for a public forum to educate Asian Pacific Islander Americans in the civic responsibility of citizenship by encouraging active participation in the democratic process, community betterment projects, and public service. Thus, a non-partisan and non-profit organization was established—the Asian Pacific Islander American Public Affairs Association (APAPA), along with its Community Education Foundation (CEF). In 2003, APAPA-CEF started a unique program to educate California communities on local and statewide policies and issues that affect Asians and Pacific Islander Americans. The API Voters Education and Candidates Forum, as it is known, became the premier statewide platform to share information. On September 27, 2014, APAPA-CEF held its 13th annual forum at California State University, Sacramento. APAPA used the opportunity to invite public officials and community leaders to sit on panels to discuss the most contentious statewide propositions and initiatives. As a result, APAPA is regularly covered by both mainstream media and major API American ethnic newspapers and magazines. - 25. HISTORY & ACCOMPLISHMENTS In order to advance APAPA’s mission, the Capitol Internship Program was also created. This program encourages young adults to get civically engaged in public affairs by spending 8 weeks interning in offices of different levels of government. On April 5, 2014, APAPA-CEF hosted its 10th Annual Capitol Internship Award and Scholarship Fundraising Program at the Sheraton Grand Hotel in Sacramento. The event was well attended by public officials, business sponsors, and community organizations. Participating public officials had an opportunity to give recognition to our donors, community service award recipients, and present certificates to our students. Thus far, the program has awarded 126 interns and over 113 scholarships. Every summer, APAPA puts on an annual Membership Drive Picnic and Barbeque, which is hosted at the Yin Ranch in Vacaville, CA. At a typical event, over 400 organization members, their families, and friends enjoy a fun day with food and entertainment. APAPA uses this opportunity to bring the organization and the community-at-large closer together. APAPA continues to grow rapidly. The organization went statewide in 2007 with the formation of the Southern California Chapter (SCC), the Bay Area Chapter (BAC), and Central Valley Chapter (CVC). In April 2010, APAPA established the Collegiate Council Chapter (CCC). Today, APAPA has four chapters in the Bay Area Region, five in Southern California Region, and two in the Greater Sacramento Region. In 2012, the organization became national by opening chapters in New York, Central Florida, and Austin, Texas in April 2014. This year, a new chapter opens in Washington D.C.
