• Bharat Electronics Limited (BEL) was established at Bangalore, India, by the Government of India under the
Ministry of Defence in 1954 to meet the specialised electronic needs of the Indian defence services. Over
the years, it has grown into a multi-product, multi-technology, multi-unit company servicing the needs of
customers in diverse fields in India and abroad.
• BEL is among an elite group of public sector undertakings which have been conferred the Navratna status
by the Government of India.
• Bharat Electronics Limited is a major supplier of products and turnkey systems to the Indian Defence
Forces. Over the years, BEL has diversified into manufacturing many civilian products as well. Large turnkey
telecommunication solutions are also being offered to the civilian market. Some of them are: Army, Navy,
Air Force & Paramilitary Forces, DRDO, ISRO, Election Commission of India, All India Radio (AIR),
Doordarshan (DD), Police, State Governments, Public Sector Undertakings
• Exports play a key role in BEL's strategic perspective. The ranges of products and services exported have
been increasing over the years. A number of international companies are using the facilities at BEL for
contract manufacturing.

  • #4: -Mr S K Sharma took charge as the Chairman & Managing Director on January 1, 2014. He was Director (Bangalore Complex) before his elevation. Mr Sharma joined BEL in 1978 after graduating from the University College of Engineering, Bangalore. He completed his Masters in Business Administration while in service. He has wide experience in multiple disciplines covering Electronic Warfare, Avionics, Network Centric Systems, Radars and Components, having served in various capacities at Bangalore, Ghaziabad and Hyderabad Units. During his tenure at Bangalore Complex, he was responsible for the development of Airborne Radar Warning Receivers and Avionic products in collaboration with DRDO. He was involved in the indigenous development of components for various strategic projects and was instrumental in setting up an automated production facility for Microwave Super-Components.He has served as Unit Head of BEL-Hyderabad and under his leadership, the Unit was conferred the prestigious Raksha Mantri Award for best performing Defence PSU. He was responsible for the successful execution of large land-mobile Electronic Warfare projects and induction of advanced Naval ESM systems for the armed forces. Mr Sharma was General Manager (Network Centric Systems) and Head of Ghaziabad Unit before taking charge as Director (Bangalore Complex) in September 2011. At Bangalore Complex, he initiated various R&D and modernisation projects and achieved significant business growth. As part of Quality initiatives, he spearheaded the Business Excellence process to attain second level recognition in the CII-Exim Award. -Mr M L Shanmukh has been Director (HR) from August 2004. Before being elevated to the BEL Board, Mr Shanmukh was Group General Manager (HRD) at CONCOR (Container Corporation of India), a blue chip PSU under the Ministry of Railways. Prior to that, he had worked in the Kerala State Electronics Development Corporation Limited. He brings with him a wealth of experience in the fields of Human Resources Management, Industrial Relations and Welfare. Mr Shanmukh has travelled widely in the course of his work. He has undergone special training in Human Resource Development Practices at Rotterdam, Kuala Lumpur, Bangkok and Singapore under a Technical Assistance Programme aided by the Royal Netherlands Government. He holds a BA in Economics, LLB and Post Graduate Diploma in Personnel and Industrial Relations. -Mr Amol Newaskar took charge as Director (Other Units) on May 24, 2012. As Director (Other Units), Mr Newaskar will head eight Units of BEL located at Ghaziabad, Panchkula, Navi Mumbai, Kotdwara, Pune, Hyderabad, Chennai and Machilipatnam. Mr Newaskar was General Manager of Military Communication Strategic Business Unit at BEL's Bangalore Complex before his elevation. He graduated in Electronics Engineering from SGSITS, Indore and joined the Research and Development Division of BEL, Bangalore, in February 1978. He was appointed General Manager in August, 2007. During his career in BEL, he has gained experience in various functions like Production, R&D, Marketing, Management Services. In 1984, he was assigned to the core team formed to set up new Unit of the company at Panchkula, Haryana, to manufacture Tactical Communication Equipment and Crypto products. He worked in this Unit up to 2005 when he was transferred to Bangalore Complex. -Dr Ajit T Kalghatgi took charge as Director (R&D) of BEL on September 1, 2012. He was till recently Chief Scientist at BEL’s Central Research Laboratory (CRL) at Bangalore. Dr Kalghatgi completed his BE in Electronics & Communications from Mysore University; M.Tech in Microwave & Radar Engineering from IIT, Kharagpur; and Ph.D from Leeds University, UK. Dr Kalghatgi has more than 30 years of experience in the field of RF & Communication Engineering. His research interests are in RF and Microwave Systems, Smart Antennas, RF MEMs and Secure Communication Technologies. He has more than 70 research papers and a patent to his credit. He has won the BEL R&D Award for making significant contributions to the Company’s R&D programme. In recognition of his outstanding contributions towards technology development, leading to product design in the field of Secure Spread Spectrum Communication, the Society of Defence Technologists (SODET) conferred on him the Gold Award for Technology Development & Innovation for the year 2005-06. He is also the recipient of the Raksha Mantri’s Award for Excellence in Innovation (2007-08 and 2008-09).
  • #5: -Mr P C Jain took charge as Director (Marketing) on September 1, 2013. He was General Manager of Missile Systems Strategic Business Unit at BEL-Bangalore before his elevation. Mr Jain joined BEL-Ghaziabad in February 1978 as Deputy Engineer after graduating in Mechanical Engineering from IIT, Delhi. Later on, while in service, he did MTech in Microwaves from IIT, Delhi. He contributed to the development of Stripline and Microstripline antennas for IFF Radars and worked on production testing of communication, C4I and Radar Systems. As General Manager of the Military Radars Strategic Business Unit at BEL-Bangalore, he executed prestigious projects such as the development of indigenous Weapon Locating Radar and productionisation of Akash Weapon System. During his tenure as General Manager, Military Radars won awards such as the Raksha Mantri Award for Best Performing Division among all Defence PSUs, the Raksha Mantri Award for Import Substitution and CMD’s Rolling Trophy for Best SBU in Business Excellence. -Mr Prabhat R Acharya took charge as Director (Finance) on September 2, 2013. He has nearly 28 years of work experience with the Government of India. Mr Acharya started his career with the then DCM Ltd and went on to work for ONGC. He joined the Indian Audit and Accounts Service in 1985. Since then, he has handled diverse roles with broad-based expertise in public policy, finance, personnel, administration and oversight management. He has served as Finance Member of the Delhi Development Authority; Joint Secretary (Finance), NATGRID, Ministry of Home Affairs; Principal Director (International Relations), O/o C&AG of India; Accountant General (Audit), West Bengal; Principal Director of Audit & Ex-Officio Member Audit Board, Kolkata; Counsellor in the High Commission of India, London; Assistant (Personnel) & Director C&AG (Personnel); and Deputy Secretary in the Ministry of Surface Transport. He is an MBA in International Business from IIFT, New Delhi, a Law Graduate from CLC, Delhi University, a Post Graduate from Utkal University, and Diploma holder in Labour Laws from the Indian Law Institute, New Delhi. He is presently pursuing Ph.D in the area of Sustainable Performance Management. -Mr Manmohan Handa took charge as Director (Bangalore Complex) on June 24, 2014. He was General Manager of BEL’s Missile Systems Strategic Business Unit (SBU) before his elevation. Mr Handa joined BEL’s Bangalore Unit in 1978 after completing BE (Mechanical) from the Regional Engineering College, Kurukshetra (Haryana). He served as Additional General Manager (Systems) and Additional General Manager (Antenna) at BEL-Ghaziabad from 2004 to 2008, before taking charge as GM of BEL’s Navi Mumbai Unit in 2008. After a two-year stint, he was posted at BEL-Bangalore as GM (Export Manufacturing) in 2010. In 2013, he took charge as GM (Missile Systems). Mr Handa has been the Programme Manager for two pan-India projects: POLNET and establishment of strategic communication network in Akhnoor, Poonch and Rajouri of Jammu & Kashmir. He has successfully led teams in the design, development and manufacture of various high-end simulators for weapon and radar systems. The Navi Mumbai Unit saw a turnaround in sales and profit during his tenure as GM. As GM (Missile Systems), he succeeded in supplying two squadrons of Akash Missile System for the Indian Air Force and equipment for ‘First of Production Model’ of Akash Weapon System (Army version). As GM (Export Manufacturing), he has been instrumental in the design and development of the new Electronic Voting Machine with Voter Verifiable Paper Audit Trail (VVPAT) as per the requirements of Election Commission. He has also played a pivotal role in developing a low cost Tablet PC for the Ministry of Rural Development for use in enumeration for the Socio Economic & Caste Census. Mr Handa, who holds a PG Diploma in Materials Management from the Indian association of Materials Management, Bangalore, has handled diverse areas including production control, subcontracts, industrial engineering, management services and systems (turnkey solutions).
  • #6: -Mr J Rama Krishna Rao is a 1985 batch Bihar cadre IAS Officer. He has recently joined the MoD, Dept of Defence Production, as Joint Secretary (ES). He has a B Tech degree in Electronics & Communication Engineering and holds a PG Diploma in Industrial Engineering. He has over 27 years of experience, having held several important posts at the Centre and in the States. Some of the posts held by him in the past are: Chairman, Bihar Public Service Commission; Examination Controller, Bihar Combined Entrance Competitive Exam Board; Project Director / Commissioner, Koshi Rehabilitation and Reconstruction Project; Consultant, State Planning Board, Bihar; Dy Director General, Unique Identification Authority of India; CVO, MoD; Special Secretary, Personnel & AR Dept; and Joint Secretary, AP Industrial Infrastructure Development Corporation.. -Lt Gen C A Krishnan, UYSM, AVSM , Deputy Chief of Army Staff (Planning & System) and Colonel of the Regiment 4 Gorkha Rifles, has been appointed as part time official Director (Government Director) on the BEL Board w.e.f. May 1, 2014. Lt Gen Krishnan is an alumni of the National Defence Academy, Khadakwasla. He was commissioned into the 4th Gorkha Rifles (CHINDITS) on June 13, 1976. He has held a variety of command, staff and instructional assignments at all levels in the Indian Army and has attended various courses of instruction that include the Defence Services Staff Course, Higher Command and National Defence College. The General Officer commanded a battalion on the line of control in J&K, an Infantry Brigade in ‘OP RAKSHAK’ (J&K) and was Inspector General Assam Rifles (South) in ‘OP HIFAZAT’ in the State of Manipur and General Officer Commanding 4 Corps in ‘OP RHINO’ and ‘OP FALCON’ in the States of Assam and Arunachal Pradesh. He is the Colonel of the Fourth Gorkha Rifles. He is a receipient of Ati Vishisht Seva Medal and Uttam Yudh Seva Medal. He is a post graduate in Defence Studies and M Phil in Higher Defence Management and Strategic Studies. He also holds a post graduate diploma in Journalism as well as in Human Rights Laws from the National Law School of India University, Bangalore. -Mr S M Acharya who is a retired IAS officer of the Karnataka cadre, holds a Masters Degree in Economics. He retired as Secretary to the Government of India in the Ministry of Defence in 2009. He has held important positions such as Special Secretary, Ministry of Urban Development; Additional Secretary, Ministry of Urban Development; and Principal Secretary to the Government of Karnataka. Having joined the service in 1974, he spent 20 years in Karnataka, serving the state in various capacities and 15 years in New Delhi, in the Ministries of Education, Commerce, Urban Development and Defence.In the State Government he has served in regulatory, developmental, corporate and creative capacities. -Lt Gen (Retd) V K Mehta is B.Sc. Engg. (Elect), ME (Mech/Weapons) and MBA. He has practical experience of working in three organizations, i.e. Army, DRDO and DGQA in various capacities. He has 18 years of practical experience of working on Electronics and Communication equipment being used in the Army. He also worked as project leader in Electronics Fuze Division of ARDE, Pune. Since 1992, he worked in the DGQA Organisation in various appointments, viz. Director (Electronics), Controller (Electronics Warfare), Commandant, Central Proof Establishment, Addl. Director General Quality Assurance (Armament), Addl. Director General Quality Assurance (Electronics). Since Jan 2011 till his retirement in Jan 2012, he held the post of Director General (Quality Assurance). -
  • #7: -Mr Vikram Srivastava, IPS (Retd) holds a Masters Degree in Modern History. He has served as an IPS officer in the Government of India for 22 years and 16 years in his parent cadre of UP. His key areas of professional expertise include Human Resources Development and Training, Aviation Security, Vital Installation Security, VIP Security, Administration and Personnel Management, Financial Planning / Budget formulations and Expenditure Control, Research & Development, Infrastructure Development and creation of new institutions. He has held many senior posts including that of Director General, CRPF, and Director General, ITBP.
