This seminar paper analyzes whether Israel complies with human rights standards in Article 2 of its Association Agreement with the EU from 2000. The paper finds that Israel has expanded settlements in occupied Palestinian territory in violation of international law and Article 2. While EU-Israel trade has increased since 2000, the EU has taken limited action in response to Israeli human rights violations, creating a gap between its rhetoric and actions. The paper argues the EU is not fulfilling its role as a normative power by not taking stronger measures in response to Israel's non-compliance with Article 2.
