Why agency bill?
• Can focus more on core aspects of business
(pricing policies competitively, processing claims
efficiently) and less on collecting overdue amounts
• Can promote better relationship and provide better
service to producers
• Retains entire payment for a period of time, which
can be invested for greater revenue
• Maintains stronger relationship with insured,
resulting in likelihood of additional policies and
more renewals, therefore greater commissions
• Can provide "high touch" customer service

The carrier

Impact on carrier
• More human involvement in billing process
- Majority of agency bill activity requires end-user activity
- Agency bill representative is assigned to each producer
• Additional responsibility of verifying producer activity
- Producers do not always collect correct amounts or retain
correct commission
• Additional workflow logic
- Manages production of
required documents, such as statements, promise reminders,
and past due notices
- Manages producer delinquencies
- Producer responsible for handling delinquent accounts

Agency bill representatives
• Agency bill requires a carrier to have agency bill
representatives who apply payments against each
producer’s statement or promise

My Agency Items screen
• Agency bill reps can see all outstanding issues for
producers they are responsible for
• Producer tab provides access to Payments, Promises,
Exceptions, Open Items, and Suspense Items screens

Agency bill plans
• An agency bill plan is a named series of values that
controls the process of agency billing
• An agency bill producer must have an agency bill plan

Producer handles all account interactions
• Producer invoices

receives the
payments
• In BillingCenter,
these are for
documentation only:

Agency bill cycles
• An agency bill cycle is a series of steps to process net
premiums for a given producer
- Producer deducts commission before sending payment to
carrier

Agency bill cycles analogous to invoices
• Agency bill cycles are similar to direct bill invoices
- Cycles have planned status when billing instruction received
- Each invoice item is assigned to one cycle
- Batch processes advance status of cycle

Agency bill cycles support both methods:
statement bill and account current
• Every cycle has:
- One statement,
which lists invoice
items from one or
more policies
- One workflow
instance, which
generates
documents as
required
• Every cycle may
have a maximum of
one promise
statement promise workflow

invoices (direct bill) or updates/creates cycles (agency bill)

Agency bill / direct bill conversions
• Changing billing method on a policy between direct bill and
agency bill is unrestricted
- Conversion changes the
payer of invoice items
- Billing status and paid status
of invoice items do not restrict
conversion
• Unrestricted conversions possible
because of close alignment of
invoice items between direct bill
and agency bill

Reasons for changing billing method
• Underwriting error
• Agency goes out of business
• Carrier dissatisfied with producer
- Producer’s policies converted to direct bill
• Insured dissatisfied with carrier
- Insured chooses to switch to agency bill

  • #10: My Agency Items screen gives the customer service representative or agency bill representative a single access point for keeping on top of outstanding issues. This screen helps representatives prioritize their work. To determine which producer to phone first, the representative can sort the data by descending amount or ascending. For example, a representative can easily find the largest gross amount mismatch or the oldest late payment—these reflect poorly on the balance sheet. An agency bill representative may handle up to 100 producers. More experienced agency bill reps might have only 10 or 15 very large producers. The items displayed on the My Agency Items page on the Desktop are filtered by matching the current user with the producer's agency bill representative. This means that even Superuser cannot view agency items belonging to a different agency bill representative on this page. However, any authorized user can view the same information from the Producer tab.
  • #11: Introduction to Agency Bill - 10
  • #12: The producer has the relationship with agency bill accounts, not the carrier. As far as the carrier is concerned, how the producer bills its customers (that is, the policyholders) is not relevant. BillingCenter uses the payment plan for the policy to determine the amounts of that policy's invoice items and their placement on agency bill cycles. For example, the payment plan specifies the down payment percentage for each policy premium and determines which agency bill cycle to add the down payment item to. The agency bill plan controls the scheduling of agency bill cycles, which are always monthly. The producer ("agency") collects all money from the policyholder. The payment plan in BillingCenter may reflect the plan that the agency offers its policyholders, but the carrier does not know how the agency actually bills its customers. Often, an agency will collect all money upfront from the policyholder, but will choose to pay the carrier in installments in order to receive interest income.
