SALIENT FEATURES OF BPPR Scope of BPPR These rules cover all procurements of goods, works, services, including consultancy services, carried out by all procuring agencies whether within or outside Balochistan. These rules laid down basic Principles and language for procurement. These rues define Corrupt and Fraudulent practices, which include Coercive practice, Collusive practice and Obtrusive practices. No Purchase manual ever took care of this important area.
