to be Achieved over 24 Months from 5th January 2014
Target
Groups
The technical staff of the Ministry of International Cooperation (MoIC) and its
affiliated programs/units. In addition, three International Cooperation Units from
selected Line Ministries may also be incorporated within the project at a later stage on a
pilot basis
Purpose
To add fully-fledged functionalities to the system for planning, managing, monitoring
and evaluating ODA, at Both Policy and Programme/Project Levels

BCODA will concentrate its Support to
Building Capacities of MoIC in:

 ODA Monitoring* &
 ODA Evaluation*
Because of its Limited Timeframe and Resources,
MoIC considers BCODA as a Catalyst for Capacity
Building and an Umbrella Project to Streamline
all MoIC’s Capacity Development Efforts
*Note: Monitoring & Evaluation of ODA related policies, plans, programmes and
projects. In particular, for MoIC, monitoring should address monitoring at all stages of
ODA cycle/processes. Similarly, evaluation should cover ex ante evaluation/
appraisal/selection, mid-term evaluation/on-going evaluation, end of programme/project
evaluation, and ex post evaluation/impact evaluation.

VII. BCODA STATUS
1. Project Inception Report was submitted early March and will
be reviewed by the Project Management Committee
on 20th May
2. Human Capacity Development Report (updated TNA +
Training Programme + HRD Roadmap) was submitted mid-April
and is being reviewed by MoIC
3. Proposal on the Establishment of New Central Structures
Related to the Performance of New ODA Functions
 Policy & Strategic Planning Structure and
 Monitoring & Evaluation Structure
has been Submitted and is being Processed by MoIC
4. Capacity Assessment of Current Efforts Undertaken
by MoIC in the Fields of Policy Development, Strategic Planning,
Monitoring & Evaluation is in Progress
5. A Preliminary Assessment of the Existing ODA Database
System has been Completed during the Inception Phase

VII. POTENTIAL FOR COOPERATION WITH
DEVELOPMENT PARTNERS (DPs) (p.1)
MoIC considers it is important to coordinate Capacity Building
efforts with respect to:
 On-going activities (GIZ-DLP, WB, UNDP, KOICA, etc.), within the
Ministry and its Affiliates Programmes/Units; and
 Identification and programming of additional and
complementary capacity building needs that are beyond the
scope of BCODA

VII. POTENTIAL FOR COOPERATION WITH
DEVELOPMENT PARTNERS (DPs) (p.2)
Potential areas for cooperation with DPs include:
1. Conducting an Institutional Health Assessment of MoIC
2. Implementing recommendations of this Assessment
3. Support the operationalisation of establishing the new P&SP
and M&E Central Structures
4. Support the implementation of a Roadmap for the
establishment and institutionalisation of a fully-fledged
Aid Information Management System (AIMS), following-
up on recommendations of the 2014 UNDP-MoIC scoping study

 Assessment of MoIC’s efforts in policy development, strategic planning,
monitoring and evaluation (under Result 1)
 Technical Assessment of existing ODA Information / Database System(s)

 Capacities assessment of Staff of MoIC’s Departments and Affiliates
(under Result 2) and TNA
2. Development of Propositions / Options and
Ministerial Approval:
 Mandates of two new Structures and options for their integrating in MoIC
Organisation Chart (under Result 4)
 Training Strategy and Programme (under Result 2)
 Roadmap options* for the long-term development of a fully-fledged Aid
Information Management System – AIMS – (under Result 5)
* Options will include a concrete plan to support, within the Project duration, the short-term incremental
upgrading of the current MoIC information / database system(s) with selected additional
functionalities. Options will build upon previous efforts, in particular UNDP-MoIC Scoping Study.

* Note: Requires the Recruitment / Appointment of Needed Staff, including:
- Head of a Structure for Policy & Strategic Planning (new Department/Unit
to be established within MoIC) and

BCODA SYNOPSIS (p.1) Brief Descriptions* of BCODA Target Groups and Purpose & Results to be Achieved over 24 Months from 5th January 2014 Target Groups The technical staff of the Ministry of International Cooperation (MoIC) and its affiliated programs/units. In addition, three International Cooperation Units from selected Line Ministries may also be incorporated within the project at a later stage on a pilot basis Purpose To add fully-fledged functionalities to the system for planning, managing, monitoring and evaluating ODA, at Both Policy and Programme/Project Levels Result Area 1 Assessment and Review of MoIC Efforts in Policy Development, Strategic Planning, Monitoring and Evaluation Result Area 2 Processes related to ODA Policy Development, Strategic Planning Monitoring and Evaluation are Enhanced Result Area 3 Capacities of Staff are Developed and Upgraded in Policy Development, Strategic Planning, Monitoring and Evaluation Result Area 4 Structures are Strengthened and/or Established and Operational for Policy Development, Strategic Planning, Information/Database Management, Monitoring and Evaluation Result Area 5 Existing ODA Database System is Upgraded, Enhanced and Made Available for Online interactivities of Additional Functionalities to Support Some MoIC’s Core Functions * Note: These descriptions are just for working purpose. BCODA SYNOPSIS (p.2) BCODA will concentrate its Support to Building Capacities of MoIC in:  ODA Policy Development  ODA Strategic Planning  ODA Information / Data Management  ODA Monitoring* &  ODA Evaluation* Because of its Limited Timeframe and Resources, MoIC considers BCODA as a Catalyst for Capacity Building and an Umbrella Project to Streamline all MoIC’s Capacity Development Efforts *Note: Monitoring & Evaluation of ODA related policies, plans, programmes and projects. In particular, for MoIC, monitoring should address monitoring at all stages of ODA cycle/processes. Similarly, evaluation should cover ex ante evaluation/ appraisal/selection, mid-term evaluation/on-going evaluation, end of programme/project evaluation, and ex post evaluation/impact evaluation. BCODA IMPLEMENTATION STRATEGY (p.1) Implementation includes 4 main Phases * Will build upon previous efforts, in particular UNDP-MoIC Scoping Study 2 DEVELOPMENT OF OPTIONS / PROPOSITION FOR  Integrating New Policy & Strategic Planning and Monitoring & Evaluation Structures in MoIC  Training Strategy and Programme  Roadmap for a Fully-Fledge Aids Management Information System (AIMS) Will build upon previous efforts, in particular UNDP-MoIC Scoping Study ASSESSMENTS OF  MoIC Efforts in Policy and Strategic Planning  Existing ODA Information / Data Mgt. System  Training Needs of MoIC Depts. and Affiliates 1 Building the Capacities of the MoIC in the Fields of Planning, Managing, Monitoring and Evaluating ODA to Egypt

BCODA IMPLEMENTATION STRATEGY (p.2) CLARIFICATION MANDATES OF STRUCTURES TO BE STRENGTHENED / ESTABLISHED IN AREAS  ODA Policy Development & Strategic Planning*  ODA Monitoring & Evaluation*  ODA Information / Data Management *New Central Structures, require the Recruitment / Appointment of Needed Staff, including: - Head of a Structure for Policy & Strategic Planning (new Department/Office to be established within MoIC), and - Head of a Structure for Monitoring & Evaluation (new Department/Office to be established within MoIC) 4 OPERATIONALISATION / FUNCTIONNING OF CONCERNED STRUCTURES  Support Preparation of Action Plans  Providing Specialised Advice, Training, on-the-job Training, Coaching  Support for Development of an ODA Management Manual and Procedures 3 Building the Capacities of the MoIC in the Fields of Planning, Managing, Monitoring and Evaluating ODA to Egypt

HUMAN RESOURCES DEVELOPMENT (p.1)  Developing the Capacity of People is one of the 3 “Pillars” of Capacity Building  Project will provide in Results 2 and 3: • Training Workshops (5 Modules) • Study Visit(s) + Internships  Mentoring and Guidance Manuals  Work jointly with MOIC on training and facilities  Modern Practical Methodology (training sessions and in office)  Sustainable Increased Productivity and Quality Building the Capacities of the MoIC in the Fields of Planning, Managing, Monitoring and Evaluating ODA to Egypt

  • 13. VII. BCODA STATUS 1. Project Inception Report was submitted early March and will be reviewed by the Project Management Committee on 20th May 2. Human Capacity Development Report (updated TNA + Training Programme + HRD Roadmap) was submitted mid-April and is being reviewed by MoIC 3. Proposal on the Establishment of New Central Structures Related to the Performance of New ODA Functions  Policy & Strategic Planning Structure and  Monitoring & Evaluation Structure has been Submitted and is being Processed by MoIC 4. Capacity Assessment of Current Efforts Undertaken by MoIC in the Fields of Policy Development, Strategic Planning, Monitoring & Evaluation is in Progress 5. A Preliminary Assessment of the Existing ODA Database System has been Completed during the Inception Phase Building the Capacities of the MoIC in the Fields of Planning, Managing, Monitoring and Evaluating ODA to Egypt

POTENTIAL FOR COOPERATION WITH DEVELOPMENT PARTNERS (DPs) (p.1) MoIC considers it is important to coordinate Capacity Building efforts with respect to:  On-going activities (GIZ-DLP, WB, UNDP, KOICA, etc.), within the Ministry and its Affiliates Programmes/Units; and  Identification and programming of additional and complementary capacity building needs that are beyond the scope of BCODA Building the Capacities of the MoIC in the Fields of Planning, Managing, Monitoring and Evaluating ODA to Egypt
  • 15. VII. POTENTIAL FOR COOPERATION WITH DEVELOPMENT PARTNERS (DPs) (p.2) Potential areas for cooperation with DPs include: 1. Conducting an Institutional Health Assessment of MoIC 2. Implementing recommendations of this Assessment 3. Support the operationalisation of establishing the new P&SP and M&E Central Structures 4. Support the implementation of a Roadmap for the establishment and institutionalisation of a fully-fledged Aid Information Management System (AIMS), following- up on recommendations of the 2014 UNDP-MoIC scoping study Building the Capacities of the MoIC in the Fields of Planning, Managing, Monitoring and Evaluating ODA to Egypt

Assessments:  Assessment of MoIC’s efforts in policy development, strategic planning, monitoring and evaluation (under Result 1)  Technical Assessment of existing ODA Information / Database System(s) (under Result 5)  Capacities assessment of Staff of MoIC’s Departments and Affiliates (under Result 2) and TNA 2. Development of Propositions / Options and Ministerial Approval:  Mandates of two new Structures and options for their integrating in MoIC Organisation Chart (under Result 4)  Training Strategy and Programme (under Result 2)  Roadmap options* for the long-term development of a fully-fledged Aid Information Management System – AIMS – (under Result 5) * Options will include a concrete plan to support, within the Project duration, the short-term incremental upgrading of the current MoIC information / database system(s) with selected additional functionalities. Clarification of Mandates of Structures to be Strengthened / Established*: Support clarifying Mandates of Concerned Structures in the areas of concentration – i.e., Policy Development & Strategic Planning, Information / Database Management and Monitoring & Evaluation – (under Result 4) and related job descriptions * Note: Requires the Recruitment / Appointment of Needed Staff, including: - Head of a Structure for Policy & Strategic Planning (new Department/Unit to be established within MoIC) and - Head of a Structure for Monitoring & Evaluation (new Department/Unit to be established within MoIC) 4.
