This document provides a conceptual framework for understanding the external dimension of EU justice and home affairs (ed-jha), highlighting how the EU's geopolitical ambitions are shaped by the export of justice and home affairs principles. It discusses various theories of governance and the evolution of the ed-jha, while emphasizing the complex interplay of security, cooperation, and international relations in the context of the European Neighbourhood Policy. The author asserts the necessity of a clear framework to discern the content and rationale behind ed-jha policies and their impact on non-member states.
