REDD+ Social & Environmental Standards
What are they?
• Consist of principles, criteria and indicators which define the
  necessary conditions to achieve high social and environmental
  performance
• Provide a framework for reporting social and environmental
  performance using a multi-stakeholder assessment process
• Support the design, implementation and evaluation of government-
  led REDD+ programs
• Aim to enhance benefits as well as avoid harm.
Development process and governance
• A ‘bottom-up’ participatory and inclusive process
• A series of workshops and consultations in REDD
  countries (Nepal, Tanzania, Ecuador, Liberia) from
  May 2009
• Two 60-day public comment periods
• Version 1 released June 2010
• International Standards Committee approves
  standards and guidelines on how to use
       •   Governments
       •   Indigenous Peoples organizations
       •   Community forestry associations
       •   Social and environmental NGOs
       •   Private sector
       •   From developing (REDD) and developed countries
• CCBA and CARE are the international secretariat
Content of the standards
• Principles define the objectives
• Criteria are the conditions (processes, impacts,
  policies) needed to deliver a principle
• Indicators are quantitative or qualitative information
  that show progress meeting criteria
Includes:
  – Recognition and respect for statutory and customary
    rights of indigenous peoples and local communities,
    including free, prior and informed, consent
  – Equitable benefit sharing
  – Benefits for local people & broader sustainable devpt
  – Maintenance of biodiversity and ecosystem services
  – Full and effective participation
  – Access to information
Participating countries
Criteria:
    – Significant progress towards a government-led
      REDD+ program
    – Strong government commitment to demonstrating
      social and environmental performance of REDD

Using the standards at country level
1. Governance: a multi-stakeholder country-level Standards
   Committee is created to approve indicators, process and reports
2. Interpretation: public consultations (workshops, public comment
   periods) to develop country-specific indicators and assessment
   process
3. Assessment:
   i.     Collection of information to evaluate performance
   ii.    Review of draft report by stakeholders to ensure the information
          is accurate and credible
   iii.   Approval of the report by the country-level Standards
          Committee and publication
International Standards Committee will ‘peer review’ the process used
in each country
Design - Readiness                    Implementation

Contribution of REDD+ SES
• Consistent and comprehensive reporting framework developed through
  international consensus
• Indicators and assessment process are tailored to the country context
• Multi-stakeholder approach (government, civil society and private
  sector) enhances quality, credibility and joint ownership
• Supports reporting on higher social and environmental performance
  beyond ‘no harm’
• Enables participating countries to communicate performance to
  national and international stakeholders
• Enables donors/investors to reduce risk and recognize/reward higher
  performance
