Trust-Centric Privacy-Preserving Blockchain based Digital
Certificate Locker
Objective
Aiming at the need for protection and sharing of educational records, a secure storage and sharing
scheme based on the blockchain, referred to as CertificateLocker is proposed

Benefits to Agencies
 Reduced Administrative Overhead: Aimed at the concept of paperless governance. It
reduces the administrative overhead by minimizing the use of paper and curtailing the
verification process.
 Digital Transformation: Provides trusted issued documents. Issued Documents available
via DigiLocker are fetched in real-time directly from the issuing agency.
 Secure Document Gateway: Acts as a secure document exchange platform like payment
gateway between trusted issuer and trusted Requester/Verifier with the consent of the
citizen.
 Real Time Verification: Provides a verification module enabling government agencies to
verify data directly from issuers after obtaining user consent.
Abstract
Electronic Certificates such as Identity proofs, birth certificates, and qualification and experience
certificates, social claim certificates are essential in numerous scenarios like applying for
employment, education, and land and vehicle registration and so on. Cloud platform can be used
for this purpose with a number of advantages such as storage-on-demand, robustness, access
anywhere anytime from any device. At the same time, the cloud storage provider must ensure
confidentiality, integrity, access control and authentication for the documents. One is to achieve
secure and privacy-preserving storage of educational records, while another concern how to realize
the sharing of educational records and ensure the security of the sharing process. In this project,
we propose CertificateLocker, a blockchain-based storage and sharing scheme for educational
records is proposed, which combines blockchain, storage servers, and cryptography techniques to
create a reliable and safe environment. In our proposal, the blockchain technology is used to ensure
the security and reliability of data storage, while the smart contracts on the blockchain are used to
regulate the process of storage and sharing. More precisely, the off-chain storage servers store the
original educational records in encrypted form, while the hash information of the records is stored
on the blockchain. The off-chain records are anchored periodically with the hash information on
the blockchain to ensure the security of data storage. Cryptography techniques are utilized to
handle records encryption and messages digital signature. CertificateLocker is a secure cloud-
based platform for storage, issuance and verification of documents & certificates in a digital way.

Proposed System
 A novel scheme is proposed, which integrates educational records storage and sharing among
education institutions enabled by blockchain, storage servers and smart contracts.
 A consortium blockchain is constructed, which is formed by institutions to record educational
data in a verifiable and immutable ledger to guarantee data auditability.
 The encrypted data is stored in the storage server and their hash is put on the blockchain.

 must make filing less difficult, tedious, and unattractive
 must offer quick and easy filing and retrieval of information
 must ensure integrity and continuity of record keeping despite changes in office personnel
 must have uniform practices
 must allow for the easy identification and purging of inactive records
 should provide clear and simple file categories
 should be expandable and flexible enough to meet everyone's needs
 there is less chance of folders being misfiled into the wrong record series
 limited access to a record series leads to greater security and confidentiality
 the record series is physically located closer to the user
