Foreign Assistance
How does sovereignty affect humanitarian aid?
    What is happening in Darfur to aid
workers?
    What should the international community
    do about this issue?
Disaster relief model:
 Short term relief needed to get a nation
 back onto its feet when economies are
 destroyed by a single event such as a
 tsunami, hurricane, earthquake, flood, or
 fire.
Examples:
 UN disaster relief programs
 Int. Committee of the Red Cross (ICRC)
Missionary model:
 Based on charitable work by missionaries
 who provide funds to local individuals or
 communities. These donations usually
 are in needed resources such as food,
 clothing, or educational materials.
 This model is seen as short term
 assistance which fail to make local
 economies sustainable.
Oxfam model:
 Oxfam’s philosophy has become the
 standard in applying sustainable
 assistance. They focus on long term
 development through a “bottom-up”
 strategy. They use no government funds
 and fund no government projects. They
 focus on empowering communities
 becoming “project partners” in grassroots
 programs.
Why are there not more organizations using
 the Oxfam model?

The gap between the developed and
 undeveloped nations must be addressed if
 the world is ever to find a lasting peace
 and sustainable life for the majority of its
 people.
