infrastructure including metrology, standardisation and
conformity assessment, b) market surveillance and

opportunities and d) competitiveness/DCFTA awareness.

Expected results: The expected results of the budget support are:
- Improvements of key competitive aspects within a DCFTA
context, notably with respect to:
o Quality infrastructure and procedures (standardisation,
metrology conformity assessment, testing and
accreditation);
o Market Surveillance and enforcement;
o Developing and diversifying the Moldovan internal and
external market conditions and opportunities for SMEs
increased competitiveness;
o Public awareness programme that promotes the DCFTA
long-term benefits through public events targeting citizens,
civil society representatives and businesses including their
possible integration into corresponding EU associations.
- Support the creation of new (woman-owned) businesses and
generate more and better paid (woman) jobs.

The expected results of complementary support are:
- Improved institutional capacities at Central Public
Administrations (CPAs) and implementing bodies/agencies to
design and implement specific competitiveness enhancement
measures within a DCFTA context, also including needs
assessment analyses and harmonisation of legislation;
- Improved cooperation between the relevant Moldovan-EU
quality infrastructure and market surveillance services and
bodies leading to their future integration within the
corresponding EU network, where possible;
- Enhanced capacity of local Civil Society Organisations (CSOs)
and Small and medium-sized enterprises (SMEs), to grasp the
benefits of DCFTA market conditions and opportunities,
including gender equality and women empowerment (GEWE)
focused initiatives;
- Improved capacity of local CSOs for dialogue on and
participation in economic and DCFTA related matters.
Activities: Main activities to be carried out within this framework will
include:
 continued policy dialogue with the Government and the
private sector with a particular focus on areas reflected in the
programme’s objectives;
 continued effort to reinforce Government’s capacities in the
area of PFM in the context of existing complementary support
programmes;
 continued dialogue between the EU and other donors to
coordinate and further align development cooperation with a
view to avoiding duplication of activities and relieving the
Government from multiple reporting duties;
 transfer of funds to the State Budget against the results
achieved according to the policy matrix;
 regular monitoring of budget support according to eligibility
criteria.

General and specific objectives: In Moldova, the Small Business Support team aims to help small
and medium-sized businesses grow, succeed, then grow again,
thus becoming genuine catalysts for their local economies, and
their region.
The EBRD Small Business Support team connects their clients to
local consultants and international advisers who can help
transform a huge range of businesses. From the smallest looking
to grow to those going global, expert network of doers, thinkers
and advisers help clients to step up and start thinking big.
The EBRD Small Business Support team supports micro, small
and medium enterprises (SME’s) in obtaining a wide range of
consultancy services, by partially covering costs for consultancy
projects (grants constitute 50-70% from project cost, but not
more than EUR 10,000).
The EBRD team also supports the development of local
consultancy sector, in order to create a viable and sustainable
infrastructure for SME’s development.
Target group(s): 1. Moldovan SMEs which comply to the following criteria:
 Size: Up to EUR 50 million in annual turnover or with a balance
sheet total of less than EUR 43 million. Typically, enterprises
that have less than 250 employees.
 Ownership: Private businesses owned by local nationals.
 Maturity: Businesses that have been in operation for more
than two years.
 Sector: Businesses from almost every sector and industry.
Enterprises engaged in military activities or production,
tobacco, gambling or financial services are NOT eligible.
 Integrity: Companies that abide by high standards of integrity.
Businesses that have ongoing or previous legal proceedings in

place that might affect the implementation of the project are
NOT eligible.
2. Representatives of the local consultancy sector.
Expected results: The aim of the programme is to build:
 highly competitive SME sector with improved management
and market performance, etc.;
 strong professional local consultancy sector able to provide
qualitative and diversified consultancy services, consolidation
of the local consultancy sector.
Activities: The EBRD Small Business Support Team supports a range of
projects from companies that are interested in benefiting from a
specific type of know-how – e.g. technical knowledge to build a
website, or introducing a quality management system to meet
ISO standards. This usually involves working with qualified local
consultants, during a period of four to six months and covers the
following specialised areas of expertise:
 strategy;
 marketing;
 organisation;
 operations;
 technology;
 engineering solutions;
 quality management;
 financial management;
 energy efficiency and environment.

The Prime minister’s Economic Council promotes public-private
sector dialogue to improve the business environment, eliminate
major constraints to the private sector development, ensure a
clear, functioning, non-discriminatory and transparent
regulatory framework, improve the quality of public services for
the business sector, cut red tape and bureaucracy and minimize
the risk of corruption, the corruption prevention component
being one of the central consideration of the Council
interventions.
The Economic Council has a special focus on initiatives aimed at
developing the SME sector and improving competition.
The objective of the Council is to improve the competitiveness of
the Moldovan private sector and help it benefit to the maximum
extent possible from the Deep and Comprehensive Free Trade
Agreement that Moldova has recently signed with the European
Union and to bring a significant and visible improvement in the
ease of doing business in Moldova by promoting business
climate reforms crucial for economic growth and sustainable job
creation. While Moldovan companies have recently gained free
access to the European Union market, the internal barriers,

including bureaucracy, unclear procedures, limited transparency,
high compliance costs, still hamper the private sector’s potential
to fully benefit from the opportunities opened by the DCFTA.
Target group(s): The Economic Council is comprised of three major groups of
stakeholders:
1. Representatives of business associations and private sector;
2. Heads of state institutions (ministries, independent agencies);
3. Donor organisations active in the field of business climate
reforms in Moldova.
Expected results: Business climate reforms to stimulate investment and jobs
creation, aiming at cutting bureaucracy, red tape and institute
clear rules and procedures for each sector in the economy that
will level the playing field and minimize the risk of corruption.
Activities: The Economic Council:
1. Provides expertise to the Government from the business
environment in the implementation of public policies in
economic, budget, fiscal, trade sector and other.
2. Monitors and evaluates the impact of implementing of the
concerned policies.

 Undertake a comprehensive assessment of statistical and

 Facilitate consultations between NBS and key regional
statistics users on identification of purposes for regional

 Organise two study tours to recent EU accession countries

General and specific objectives: The Investment Climate Reform Project aims to improve the
conditions for doing business in Moldova and streamline
agribusiness regulations with the aim of attracting new
investments in the sector. The project works with the
Government of Moldova to improve the investment climate for
business operations, streamline agribusiness regulation, and
promote investment in agribusiness.
In particular, the project works with government counterparts
and the private sector to implement reforms in three thematic
areas:
(1) improve the investment climate for business operations and
exit;
(2) streamline agribusiness regulation; and
(3) promote investment in agribusiness.
Investment climate objectives include:
1) reducing inspection compliance costs by 10 percent and
increasing the quality of inspections;
2) reducing construction permit compliance costs by 10 percent;

Objectives for streamlining agribusiness regulation include

Support & Public Awareness; and (ii) Activity 2. Targeted
Trainings.
(2) Study Tour for ANSA management to learn from Lithuanian
experience in the food safety reform. The objective of this
support is to help Moldova food safety authorities advance
quickly and efficiently in the EU food safety harmonization
process with a view to accelerate the country course towards EU
integration and market access.
(3) Legal/Regulatory, Institutional and ICT Needs Assessment of
Moldova’s National Food Safety Agency (ANSA): towards
boosting Moldova’s agri-food exports on the EU market. The
purpose of this analytical exercise is to put together a
comprehensive action plan along with some concrete practical
tools for supporting the newly created ANSA in addressing the
gaps of legal/regulatory, institutional and ICT nature in the
current food safety system that hinder the access of Moldovan
agro-food products on the EU markets. Gap Assessment and
Action Plan have been developed and are presently being

(ii) Tax Audit.
The main focus in the Tax Audit component is:

 to enhance skills and competence of tax auditors;
 to introduce audit supporting tools;
 to increase the usage of third party information (indirect
methods for assessment of tax);
 to increase experience in tax fraud investigation

The main focus in the Taxpayers Service component is:
 to enhance access of information for the taxpayers;

importance of behaviour, attitudes etc.

Service, including call centres, service centres, web-site,

special education campaigns for e.g. students and children;

The Tax Audit component will incorporate the following
activities:
 Risk Management Model: Development of a Risk Management
model including risk analysis;

General and specific objectives: The project aims to create and manage career development
centres in the four most important regions of the Republic of
Moldova which will train and help qualified unemployed
workers, recent graduates and returning migrants in getting a
decent job on the local market.
Project goals:
 provide new technologies to labour market authorities;
 connect motivated labour force to private and public sectors;
 give recent graduates a better chance for employment on the
local market;
 give unemployed improved employability.
Target group(s): Motivated skilled unemployed in search of relevant employment
or self-employment
Expected results: Overall, the project will contribute to the development,
adaptation and implementation of new tools for career
development, job search and entrepreneurship in the Republic
of Moldova. This shall consolidate regional economic
development, social inclusion and prevent further brain drain,
while at the same time creating favourable environment for
consolidation of the national labour market.
The project will substantially contribute to the promotion of
innovative entrepreneurship through the creation and
management of training centres in the capital and in the regions
of the country. Each centre will train about 1,000 people per

year, facilitating their employment in the labour market and the
opening of new SMEs.
Activities: Activity 1: Setting up and running of the training centre in
Chisinau, with the following sub-activities:
- Select and prepare premises for Chisinau training centre;
- Purchase of necessary equipment, furniture, informational
support;
- Engage the head of the unit, career advisors, and assistants for
the training centre;
- Select and train unemployed people;
- Analyse lessons learnt from the implemented activity; transfer
the administration authority and property rights over the
purchased equipment to the Ministry of Economy.

General and specific objectives: The purpose of BRITE is to institutionalize a process of
continuous improvement in the business enabling environment
while achieving specific and measurable reforms in those areas
of greatest concern to the business community.
The BRITE Program is designed to support this transition by
fostering the reforms necessary to attract investment,
encourage entrepreneurship, increase competitiveness, and
solidify the foundation of the country’s market economy. In
particular, USAID BRITE will work in the following focus areas:
•Improving tax administration to reduce the time and cost
required to pay taxes, while increasing revenues for the

General and specific objectives: The development objective of the Second Competitiveness
Enhancement Project (CEP) for Moldova is to increase the export
competitiveness of Moldovan enterprises and decrease the
regulatory burden they face.
The project has three main components:
Component 1: Regulatory Reform
The objective of the Regulatory Reform component is to support
GoM in improving the business enabling environment in
Moldova, and specifically in implementing its regulatory reform
strategies over the next five years.
Component 2: Small and Medium Enterprise (SME)
Development
The objective of the SME Development component is to
strengthen Moldovan SMEs’ linkages to markets and ability to
compete in those markets through two closely related aspects:
(a) Strengthening the institutional capacity of ODIMM and
MIEPO, so that they can play a more effective role in facilitating
market-based SME growth; (b) Providing matching grants to
SMEs to implement business improvement projects focused on
export competitiveness.
Component 3: Access to Finance
The objective of the Access to Finance component is to improve
access to medium to long-term finance for export-oriented
enterprises, reduce barriers to finance due to perceived high
credit risk in SME finance and high collateral requirements, and

promote suitable models for value chain financing, particularly
in the agriculture sector.
Target group(s): Enterprises in Moldova

Expected results: This project will support the following key results:
(i) reduction in management time spent meeting regulatory
requirements;
(ii) increase in new export-oriented activities by matching grant
recipients;
(iii) increase in lending to export-oriented enterprises by Partner
Financial Institutions (PFIs); and
(iv) increase medium and long term lending by PFIs under Lines
of Credit (LOC).
Activities: i. Support the GoM in improving the business enabling
environment in Moldova by strengthening oversight of reform
strategies implementation, increase accountability of public
authorities impact on the business community, ensure that law
and regulation do not impose unjustified costs on business or
assist the responsible institutions in implementing reforms that
could greatly benefit the export competitiveness;
