This document outlines Concern Universal's theory of change which aims to reduce poverty and inequality through individual, community, and social change. It works at the individual level by identifying and supporting local leaders to drive change, at the community level by raising community voices and enabling influence over decisions that affect them, and at the social level by building accountable institutions and enabling environments for pro-poor development. The theory of change also addresses challenges at each level like lack of skills/representation, discrimination, and conflicts or corruption that prevent community participation.
