Congress has both enumerated and implied powers according to the Constitution. [1] Enumerated powers include financing the government through taxes and borrowing, regulating trade and industry, defending the country through armed forces, creating courts, and governing territories and immigration. [2] The elastic clause gives Congress implied powers to pass any laws necessary to carry out its enumerated powers. [3] Congress also has the power to impeach and remove federal officials through trials held in the House and Senate.
