Government created MMA in 1989 with the same powers

•The Local Government Code was enacted in 1990

•The Metropolitan Manila Development Authority
(MMDA) was created replacing the MMA. The 17 Local
Chief Executives, Representatives among Vice Mayors,
and Councilors constituted the Metro Manila Council.

Government Agencies (NGAs) sat as non-voting

TRASMA, and other NGA-led initiatives that coincides
with its mandated functions and scope of services
MMDA WITHIN RA 10121
•Cognizant of MMDA’s mandate and function in Metro
Manila, the IRR of RA 10121 designated the MMDA
Chairperson as the Ex-Officio Head of the Metro Manila
Disaster Risk Reduction and Management Council
