Metropolitan Manila is composed of 16 cities and 1 municipality with a total population of 11.8 million as of 2010. It has a land area of 636 square kilometers and density of 19,000 persons per square kilometer. Governance of Metro Manila has evolved over time, from the Metropolitan Manila Commission to the current Metropolitan Manila Development Authority (MMDA) established in 1995. The MMDA is mandated to perform planning, monitoring, coordination, and implementation functions for metro-wide services such as transport, health, and disaster risk reduction. It also serves as the chair of the Metro Manila Disaster Risk Reduction and Management Council.
