Metropolitan Manila is composed of 16 cities and 1 municipality with a total population of 11.8 million as of 2010. It has a land area of 636 square kilometers and density of 19,000 persons per square kilometer. Governance of Metro Manila has evolved over time, from the Metropolitan Manila Commission to the current Metropolitan Manila Development Authority (MMDA) established in 1995. The MMDA is mandated to perform planning, monitoring, coordination, and implementation functions for metro-wide services such as transport, health, and disaster risk reduction. It also serves as the chair of the Metro Manila Disaster Risk Reduction and Management Council.

- 6. •Section 8, Article XVIII of 1987 Constitution authorized the President to Constitute the Metropolitan Authority (MMA) to be composed of the Heads of the Local Government Units comprising Metro Manila until Congress had passed a law defining the affairs of MM •Executive Order No. 392 under the Revolutionary Government created MMA in 1989 with the same powers and function •The Local Government Code was enacted in 1990 EVOLUTION OF GOVERNANCE (2)
- 7. •Congress subsequently passed RA 7924 in 1995 elevating the Metropolitan Manila area as a Special Development and Administrative Region •The Metropolitan Manila Development Authority (MMDA) was created replacing the MMA. The 17 Local Chief Executives, Representatives among Vice Mayors, and Councilors constituted the Metro Manila Council. MMDA WITHIN RA 10121 •Cognizant of MMDA’s mandate and function in Metro Manila, the IRR of RA 10121 designated the MMDA Chairperson as the Ex-Officio Head of the Metro Manila Disaster Risk Reduction and Management Council (MMDRRMC) •The MMDRRMC Chair may designate MMDA Officers and MMDRRMC Members to constitute the it different Committees •Provides complementary actions along the National DRRM Framework of preparedness, prevention and mitigation, response, and recovery and rehabilitation
