  • #2: Terrance, Karl, Medhanie: Welcome and thank you for coming today. I’m assuming that most or all of you are interested in implementing a video surveillance system at your District and/or installing security cameras and improving on an existing system. This presentation is titled “Long Beach City College – District Wide Security Camera Implementation Best Practices”. We went from zero cameras to installing just over 600 cameras across our two campuses. We spent a lot of time working as a team to go through all aspects of installing this many cameras and wanted to share that experience with you. My name is Terrance DeGray and I work for Cordoba Corporation at Long Beach City College as the Bond Management Team Program Director. Cordoba Corporation does the Program and Construction management for all the Bond projects at Long Beach City College. I’ve been at Long Beach City College for about 3 years working on projects and prior to that my experience was working as a general contractor for about 10 years with primarily Health Care, Government and Educational projects. I worked as a take over contractor for Zurich North America and came in to clean up a project at Long Beach City College, which is when I got to know Medhanie, Tim Wootton and Ann-Marie Gable. The Cordoba team and LBCC treated us fair and I liked the mission of the college and when given an opportunity to be part of it, I took it. I’ve been at LBCCD for about 3 years now and really enjoy the Community College District world and projects. I’d like to turn it over to Medhanie Ephrem and Karl von der Linden to give a brief overview of their roles and responsibilities.
  • #3: Terrance: When the request came out for presentations this year for CCFC, we had just finished our construction documents to submit to DSA and after countless meetings and review sessions, we thought that this would be a great topic for CCFC for anyone looking to start a security camera project. By no means did we do everything perfect, but we wanted to share the good and the bad with the group and our experiences along the way. That to us is the primary goal of CCFC. Learn and discuss projects and ideas with other Districts and at the end of the conference and throughout the year we all benefit from the collective knowledge of the group at this conference. The primary goal of this security camera project is to provide a safer and more secure learning environment for the faculty, students and staff. By a show of hands, how many people have security cameras on campus right now? How many people are getting requests from the students and staff to install cameras on their campuses? So, when submitting a proposal to CCFC to present, you need to outline your four learning objectives and goals for the presentation. These are the four primary learning objectives that we’d like you to walk away with and we’ll hold a Q&A period after the presentation to answer any questions at the end. Learning Objective #1 – Initial Projects Steps. Your Board, Management or Public want security cameras. How do you go about this process? We’ll discuss our initial project steps during this slide. Learning Objective #2 – Scope of Work. You’ve gone through your initial steps Learning Objective #3 – Procurement Methods. We’re all under the procurement requirements of the public contract code. How we procured cameras that were all by the same manufacturer? Learning Objective #4 – Construction Phasing. How we’re implementing a two campus, District wide project while trying to mitigate the impacts to the faculty, students and staff.   • #9: Terrance speaks to this slide – One of the main take aways from the security programing report was that we needed to develop a set of Standard Operating Procedures. It would be impossible to start the design process without a basic structure and set of requirements for your security camera project and you’ll end up spinning your wheels on design and not getting everything out of the project that you intended. Camera Types & Information (Print this spreadsheet) Surveillance Signage and locations Monitoring Requirements / Info – Includes camera use and data storage requirements and location Video Monitoring Access Rights Maintenance Requirements of the system We did this with a spreadsheet and met with key stakeholders for the project and reviewed the SOP key item and collectively agreed on the items to develop a framework for the SOPs. This was continued to be refined during the project deign phase and ultimately there were not any major changes from our initial spreadsheet. This document was this used to modify our existing Board Policy 7007 - Prevention, Reporting and Campus Security   “The above proposed revised Board Policy and Administrative Regulation has been reviewed by the President's Leadership Council and is being presented for first reading/discussion.   The referenced policy/regulation has been revised in coordination with the District's procedure of the periodic review of all District policies and regulations to ensure compliance with current education and legal codes.”
  • #10: Karl speaks to this slide – magnitude of project – (LAC gross sq ftg 1million – 31 buildings. PCC 300k GSF sq ft 22 buildings) Basis of design started with the use of an initial assessment completed by RedFive. The design team expanded on the assessment recommendations to complete the BOD. All design parameters, coverage and system requirements were discussed. A significant amount of building upgrades and new construction has been complete at both LBCC campuses which helped in developing the design drawings. Nearly all buildings at each campus include camera installations. The design took into account the planned projects and current projects in construction. A review of network bandwidth requirements was completed and network design options were considered. Because the College recently completed a network refresh that increased bandwidth capabilities, the video signals were put on the existing network. Some buildings were provide with enhanced fiber to allow for 10-20GB backbone speeds. Field investigations completed to determine impact of cabling and camera installations – Aesthetics!!!

Camera’s reviewed for coverage in all building and site scenarios. Demonstrations of the cameras and video management system were completed . Deliverables included: 75% and 100% detailed drawings, specifications. DSA reviewed for access and structural.

  • #15: Terrance speaks to this slide Prequalification process was done with the Solis Group to make sure we had qualified and competent contractors that could take on a project of this size with the coordination requirements of night and day work. We highly recommend that you have a prequalification process in place for a security camera project. We allowed B licensed, and C-10 and C-17 licensed contractor bid on the project. The bulk of the work required is by a C-17 licensed contractor and other work required by other trades is needed to install work by the C-17 contractor, so they could submit as a prime if they wanted. Most of the contractors partnered up with B licensed contractors as the prime. We did lose some of the larger contractors due to procurement of the cameras ourselves through the CMAS agreement. How many people have buildings on campus built all in the same year and they’re in similar conditions? No one? We don’t either. For the job walks we wanted to provide a representation of the new buildings and the older buildings. The good, the bad and the ugly if you will. We did a two part job walk on the same day with 3 building locations at the LAC campus and then went to the PCC campus. We had about 50 people show up to the job walk, including manufacturer reps. Out bids came in under our project budget of $3,250,000, which we were happy about. We are nearing completion of the submittal phase of the project.
  • #16: Terrance speaks to this slide: Like I mentioned, we just completed the submittal phase of the project. We set up this way with a NTP for just the submittal phase, because the contractor doesn’t have materials, especially fiber for some of the new locations, and they’ll need to procure those materials. A separate NTP is issued for the start of construction. The total project duration based on the phases is 330 calendar days. Next slide:
  • #17: Terrance speaks to this slide: The images you see here are a part of the exhibit provided with the bid documents that compliments the general conditions and the milestone schedule. Exterior work is the first construction work to occur on both campuses. We included a lot of boring work per the documents, because we wanted to mitigate impacts to the parking lots and new sidewalks in some locations. Once exterior camera pole footings and poles were placed, new fiber to certain locations and copper will be pulled to the exterior locations. Then we’ll move into the buildings for camera data & electrical rough in. Most cameras are POE (Power over Ethernet), but in some locations we need to bring electrical for cameras that are fed from fiber and some cameras have IR illuminators (infrared illuminators).
  • #18: Terrance: A couple projects that we pulled from the security camera project. Building P and Building J, which are scheduled for renovation within 1.5 years. Policies and Regulations are a living document. Things can change with how you originally intended to run the system. A flexible design that lets you increase storage and cameras is most benifitial, depending on coverage areas or data retention. mention that we discussed the need to hire at least one employee to ensure the cameras were functioning appropriately, the database remains balanced, the storage capacity is sufficient, and to review video when necessary.  This was made known up front and was part of the discussion/decision before moving forward.
