Bandhan
                        Targeting the Hard- core Poor (THP) Program

Target group         Can’t afford two square meals a day
                     No active male member in the family (in both physical & economic sense)
                     Does not possess any sustainable livelihood
                     No access to govt/ NGO assistance programs
                     Secluded from mainstream society


Program package   1. Human capital development – confidence building, livelihood skill &
                  management training, financial literacy, social awareness
                   2. Livelihood development – livelihood selection, distribution, handholding
                  support, consumption stipend, linkage with govt services
                   3. Social capital development - Community guardianship committee &
                  Providing social services (education & health)

Financial         Total livelihood cost, health cost, consumption stipend, contingency cost, (all of
component         the above are in the form of grant), savings

Costs             Total cost: 450 USD (asset cost 50%, management cost 28%, consumption
                  stipend 10%, health cost 7% and training 5%)

End goal          Inclusive growth for poorest of the poor
