CSA 2010:  Carrier Considerations
How will the FMCSA launch of CSA 2010 affect the carrier. CSA 2010 is a revised enforcement policy to identify potentially unsafe drivers and carriers before a crash occurs. CSA 2010 uses a revised Safety Measurement System (SMS) to score the carrier for 24 months based on it’s driver’s SMS score SMS will consider all safety-based roadside inspection violations and crashes 70 to 80 percent of these stats were never on the SafeStat scores
The BASICS Behavior Analysis and Safety Improvement Categories SMS score is based on seven safety performance categories: Unsafe Driving Fatigued Driving Driver Fitness Controlled Substances / Alcohol Vehicle Maintenance Cargo-Related Crash Indicator
How BASICS effect you. BASIC score is figured by combining recency with severity More recent violations score heavier SMS will convert BASIC into percentiles based on peer groups Uses Power Units, may revise to Vehicle Miles Traveled (VMTs) if data is available Weight is based on statistical likelihood of causing a crash See CSMS Formulas
Understanding your carrier score.
Revise safety policies. Thorough, and clear.  Make expectations of hiring and training policies clear Background checks.  Understand driver’s BASIC score, utilize PSP Inspections.  Thorough pre-trip inspections save time, money and improve CSMS
Prepare yourself, prepare your drivers. Check your safety history.  The last 24 months may effect you and your drivers Educate your drivers.  Inform them how CSA 2010 effects them, and how they’re scores effect the team Reward good driving.  There’s nothing more nourishing then appreciation, improve morale by showing appreciation where it’s deserved
Be prepared to challenge data. Inspection reports.  Maintain all copies, including “clean inspections” Understand DataQs.  Be accurate and detailed when challenging through DataQs Challenge DataQs.  Information has changed in 65 percent of challenges. Drivers violations effect you.  DataQs are vital to your safety score
