PROPOSAL FOR REDUCTION IN GLOBAL WARMING
By Gerald Falbel
FROM MY WEBSITE
http://www.opticalenergy.com/blog
The solar products shown in this website are intended to provide alternate energy sources
to fossil fuels, which are the predominant cause of global warming and climate change.
As is discussed following, even if these products are widely sold and installed, they will
produce a negligible reduction in global warming, which currently produces unstable
weather throughout the world. Presented following is my proposal to have a significant
effect on the emission of CO2 and thereby possibly reduce or slow down global warming.
For over 34 years I have been looking for “Sancho Panza’s” to promote this project to
“Movers and Shakers” in the USA and internationally, without any success. I look
forward to your help in spreading this proposal, or providing rebuttals, if applicable.
1. CLIMATE CHANGE
Unfortunately, the scope of anticipated solar, wind, or other renewable energy projects on
the earth in the next 50 years will probably have minimal impact on global warming, now
that the amount of CO2 in the atmosphere has exceeded 400 PPM. Alternate possible
means of reducing global warming are shown in TABLE I below. The conclusion to be
reached from this table is that without returning to the Bronze Age the only practical
method of slowing and ultimately reversing global warming is to obtain unlimited solar
power from space.
For over 34 years I have proposed the following "free lunch" solution to Global Warming
without requiring any increase in US taxes or change in lifestyles. This solution also
solves two other structural problems that have appeared in the 21st century.
2. LONG TERM UNEMPLOYMENT AND ECONOMIC STAGNATION
It is patently obvious why the Republicans are against Defense sequestration. This will
result in the loss of profits and jobs in the Defense Establishment, a major contributor to
the Republican campaign, which was rewarded by Gov. Romney’s proposal for a $2
trillion, ten year defense budget increase. However, they have a realistic point. The only
remaining well paying, jobs for large numbers of workers left in our slow recovery are in
the Defense Establishment, which are presently used for "make work" jobs on weapon
systems unsuitable to the War on Terror.
3. THE NATIONAL DEBT AND CONTINUOUS BUDGET DEFICITS
Large, government-funded jobs in infrastructure, transportation, and education are limited
by the overhanging National Debt and the Deficit spending that would be necessary to
initiate them in the scale of projects conducted during World War II.
My proposed solution treats all of the above issues without any increase in US taxes.
A more suitable use for the Defense sequestration, , and more specifically for the un-
needed F-35 aircraft, whose projected cost is now expected to exceed $1 trillion, which
will be fully paid for, and will ultimately reduce deficits and pay off the National Debt is
presented following:
In order to recover from our present malaise, we need a huge infusion of government
funds similar to those of World War II, which brought us out of the Great Depression.
Eliminating another World War, we can use the Saudi Arabian Model, where its citizens
and workers are subsidized generously by the profitable energy receipts of the Saudi
government.
The US can achieve this model without increasing taxes or increasing the National Debt,
by implementing a proposal I have made to US Movers and Shakers and the Media for
over 34 years and specifically to Newt Gingrich on February 25, 1995, without receiving
any cogent response or rebuttal, except for Speaker Gingrich who proposed a “pie in the
sky” idea for a lunar colony, as a waypoint for a trillion dollar, manned trip to Mars.
My proposal, defined in detail in a 37 slide Power Point presentation, Chapter 1 in my
book, “Solutions”, and is also available on my Facebook page, or on request, would build
a solar power station on the moon in ten years in which concentrated solar thermal energy
obtained from parabolic concentrators (shown below) fabricated from lunar materials is
converted to electricity by Stirling Cycle generators invented and developed in the 19th
century and operating in current solar systems in California.
This project would be paid for by diverting a portion of the funds from the bloated,
already-funded, US Defense Procurement Budget to the same companies and workers
receiving them now, thus preventing large scale layoffs. As calculated in the Power Point
presentation, this power station would beam 21 trillion kilowatt hours/year of totally
clean electric energy to the earth 24/7, using the proven technology of microwave power
beaming, which passes through cloud cover. This energy would represent only 10% of
the yearly world energy use in 2020. At the current average electricity rate of 12 cents
per kilowatt-hour, the US Treasury would receive $2.5 trillion per year forever. These
funds would eliminate budget deficits, ultimately retire the National Debt, and fund an
infrastructure improvement incentive program on steroids, turning the US into a "shining
country on a hill", as well as reducing and ultimately reversing global warming, thus
saving $trillions more.
In addition to the above, with unlimited expansion of the above, the US would “corner
the market” on world energy, and become a 19th century “Robber Baron” capitalist
country, something even the Republicans would approve of.

CURRENTLY PROPOSED MEANS OF SLOWING OR
REVERSING GLOBAL WARMING
• GEO THERMAL (VOLCANIC THERMAL ENERGY) : This uses the heat of the earth’s magma. At
other places than Yellowstone Park and Iceland, this would require drilling up to five miles into the earth
using technology that has not been developed or costed out, and may be not feasible.
• “A MILLION SOLAR ROOFS” : At 1.8 billion Kilowatt-hours per year @ 1 Kilowatt/house ($12,000)
this would be less than 0.04% of the yearly energy use, or negligible. There are not 100 million solar
roofs at the appropriate pitch facing due south available in the US and acceptable to homeowners.
Average adequate solar insolation over the US is less than 4/24/7, requiring fossil fueled plants to
remain on standby, operating inefficiently and causing even more green-house gas emissions..
• WINDMILLS: At the end of 2006, worldwide capacity of wind-powered generators was 73.9 billion
watts; which is just over 1% of world-wide electricity use, not including energy used by vehicles. As
can be seen in the fight over Cape Cod windmills by very liberal politicians, there is a large NIMBY
factor on these machines, combined with the fact that the wind is not continuous enough over 24/7 in
most regions.
• NUCLEAR POWER STATIONS: Presently generating 20% of electricity in the US, not including
energy used by vehicles. An increase in nuclear plants in the US by a factor of 5/1 would not be
tolerated by the electorate, considering radioactive waste storage problems, currently unsolved.
Future nuclear power is in major jeopardy based upon the current Fukushima disaster
• CAP AND TRADE SYSTEMS: These tax processes, combined with increases in the CAFÉ vehicle
mileage regulations only reduce the fossil fuel emissions by a factor less than 30%, which will be rapidly
used up by the exponentially increasing emissions of India and China in a few years
• HYDROGEN FUSION: This is a similar process of energy generation in the sun or in a hydrogen bomb,
and has the advantage that it does not produce radioactive residue as nuclear fission does. This
process has been scientifically investigated for over 50 years, and a “scientific breakthrough” where
more energy is generated by the fusion process than is put in to produce fusion is always “five years
away”. It is not clear whether this process will ever become economically feasible.
• BIOFUELS: This approach is the current emphasis on bio-fuels such as E85 gasoline made from corn
in the US and from sugar cane in Brazil. This is not a solution, since the land used to grow corn for
ethanol eliminates cultivation for food and/or as in Brazil, it cuts down rain-forests thus removing CO2
absorbing vegetation. In addition, it requires fossil fuel energy to convert vegetation to fuel.
