RTI is a multi-tiered framework consisting of Tiers I, II, and III. Tier I involves core instruction for all students in the general classroom. Tier II provides secondary intervention for 10-15% of students not making adequate progress in Tier I. Tier III is the tertiary intervention intended for 1-5% of students not responding to Tiers I and II, and involves the most intensive, individualized and frequent support. Each tier has specific characteristics around interventionist, setting, grouping, curriculum, duration, length of sessions, assessment and progress monitoring.
