Asset
 Total Road Network = 996.630km
 National Road Network = 686.130km
 Provincial Road Network = 310.500km
 Cross Drainage Structures: 215 Total
 53 Bridges
 49 Causeways
 113 Culverts
 New Ireland Road Network is the Main
Mode of Transport and takes up 80% of the
Freight and Passenger demand.
Previous Investment Levels
on Road Maintenance
 Past Appropriations have been in the Order
of 20-25% of the required Budget
Estimates provided by Department of
Works and Implementation.
 This reduced level of Funding trends
against Actual Maintenance needs over the
years has typically reflected in the build up
of Differed Maintenance Back Log.
 Underinvestment in the Road Maintenance
have Long Term Financial Penalties.
Overriding Government
PrioritiesIn accordance with PNG Vision 2050 and Malagan Declaration;
 Rehabilitation and Upgrading of Boluminsky Highway –
unsealed length of 97km (338km).
 Upgrading and sealing of West Coast Road - 198km.
 Upgrading and sealing of Kavieng Town Roads - 10km.
 Upgrading and sealing of Lihir Ring Road – 27km.
 Upgrading and sealing of Simberi Ring Road – 30km
 Upgrading and sealing of Kaut Road – 24km
 Upgrading of Lelet Road – 21km
 Open up Four (4) economic corridors Karu, Lambuso, Lelet and
South Coast Roads of Provincial Interest to Standard Class 3
Roads.
 Open up New Hanover (Lavongai) Island Ring Road
 Connecting all Outer small islands’ roads
 International Seaport
 International Airport
 Spaceport

Donor Focus
 90% of Boluminsky Highway is funded by
Australian Aid (TSSP)
 Tax Credit Scheme (TCS) & MoA - all
Provincial Roads
 There are No other Donor Agencies apart
from AusAID with respect to Land
Transport Infrastructure in the province.
 We encourage other Donor partners to
help fund our deteriorating Infrastructure.
Challenges and
Opportunities Progressive Funding Increase for the Road Sector related to
ongoing Economic Growth
 Deferred Maintenance Backlog of K60 million. Requires K20
million each year in the next three years to fully maintain our
roads to good condition.
 Strengthening Procurement Process and Systems of
Government .
 Contractor Industry and Institutional Capacity improvements.
 Establish partnership and coordination with Provincial
Government, NRA and District Administrations to manage
and implement Land Transport Infrastructure in the province.
 Development, tendering, quality management and
oversight of transport sector infrastructure contracts,
providing enhanced quality assurance and compliance
Road Sector Reforms
 Establish New Ireland Provincial Road
Authority (NIPRA)
 Provincial Transport Plan (National Transport Strategy Plan)
 In concert with Provincial Administration,
District Administration and Donor Partners
develop a Strategic Options for
Maintenance of our Road Network in the
province;
 Long Term Based Contracts
 EPC Contracts (Lump Sum Contracts)
 Delayed Payment Contracts
Conclusion
 Infrastructure Development continues to
be one of the key priorities in all levels of
Government.
 The Malagan Declaration Forward 2013
underpins Infrastructure as its Key Pillar
in achieving Autonomy for the province.
 Funding is needed from Partners Within
and Abroad to help fund our transport
infrastructure for the betterment of the
people of New Ireland.
