This document proposes a framework called DIGCOMP for developing and understanding digital competence in Europe. It identifies 5 areas of digital competence: 1) information, 2) communication, 3) content creation, 4) safety, and 5) problem solving. For each area, it provides descriptors of the knowledge, skills, and attitudes needed at different levels of proficiency. The framework aims to support the assessment and development of digital competence for all levels of learners in Europe.
