The Kabugao-Pudtol-Luna-Cagayan Boundary Road project involves constructing a 95.7 km road that connects municipalities in Apayao province and ends in Cagayan. The road traverses rugged mountainous terrain and valleys with agricultural potential. Bridges across two major rivers have been completed. The project is currently on target, having achieved its 5% completion goal for the first quarter of 2012. When finished, it will upgrade an existing road to arterial status and better connect the capital town of Kabugao to lower Apayao.

PROJECT PROGRESS REPORT As of EO March 2012 Project Title: Kabugao-Pudtol-Luna-Cagayan Boundary Road Implementing Agency: Department of Public Works and Highways - CAR Donor: (x) GOP Loan/Grant Proceeds: ( ) Loan Peso Counterpart: ( ) Grant Total Project Cost: P 58.827 M Location/Area Apayao Province Coverage: Description: The road is a major component of the Cordillera Roads Improvement Project (CRIP) as the northern tip of the regional backbone. It traverses the municipalities of Kabugao, Pudtol and Luna in Apayao and turns east to Abulog in Cagayan. The Kabugao-Pudtol-Luna-Abulug Road (95.7 km) directly links the capital town Kabugao to lower Apayao. The road starts at junction Lenneng along the Kabugao- Conner-Abbut Road and going north-east traverses municipalities of Kabugao, Pudtol and Luna and ends at Junction Luna in Abulug, Cagayan along the Pan-Philippine Highway. The Pan-Philippine Highway connects Laoag, Ilocos Norte and Tuguegarao, Cagayan. The bridge construction across Maton and Nagan Rivers has been completed. These rivers are major tributaries of Apayao River. The gap at the Kabugao side (19.359 km.), traverses a rugged mountainous terrain, then slowly goes down to the Paco Valley, which was then proposed as government center. The road will also traverse the Mataguisi Valley in Pudtol. The valleys have vast potential for agricultural production. While, Luna, is the location of the new provincial capitol. The specific project output is road construction of 2.873 kms.
