This document presents a dynamic congestion management (DCM) system for cloud service brokers, which is designed to efficiently handle the high volume of cloud service requests while ensuring the required quality of service as stipulated by service-level agreements. It introduces a forwarding policy that prioritizes high-priority requests from clients and utilizes algorithms akin to those used by Cisco to alleviate congestion at the broker level. The DCM system, implemented and tested using CloudSim, aims to improve the functionality of cloud service brokers in managing resources and monitoring tasks.
