About University Of Chittagong
The University of Chittagong (Chittagong University, CU, Bengali: চ াম িব িবদ াল ) is
a public research university located in the suburban area of the Hathazari,
Chittagong district, Bangladesh. Established in 1966, the campus is 22 kilometers
north of Chittagong City. It is a multidisciplinary research university and one of the
largest universities in Bangladesh with about 22,000 students and about 750
faculty members.
The university was founded on December 3, 1965 by Professor A R Mallick (1918–
97), Project Director, and two other employees in a house in Chittagong
City.[citation needed] The Chittagong University Ordinance was enacted on 25
September 1966 and Professor Mallick was made Vice Chancellor simultaneously,
a role which he assumed on 9 October 1966.[2]
The university opened on 28 November with Master of Arts program classes for
200 students in the departments of Bengali, English, History, and Economics
under the department of Arts. Medicine, Engineering, Law, and Education were
later incorporated as separate departments in colleges outside the university.[2]
About Department Of Management Studies
The Department of Management Studies (DMS) started functioning under the
Faculty of Commerce, as per decision of the 23rd syndicate meeting of
Chittagong University in 1970.From inception, this department has been engaged
in imparting knowledge on management and related subjects to embryo-
manager and thereby playing a major role in the process of human resource
development in Bangladesh. This department can be credited for pioneering BBA
program in the country in 1988.It has already occupied a leading position for
offering most modern business education in Bangladesh. Our graduates have
been found to be a high demand in the job market for their competences.
The DMS offers BBA, MBA, M.Phil., Ph.D. programs. Recently DMS started offering
MBA in Human Resource Management (HRM) and International Management

(IM).Adequate attention has been given in designing BBA and MBA curriculum so
as to make the programs of international standard. The course curriculum has
been designed and revised keeping in mind the ever changing needs of the
business and industry in very competitive globalised economic environment.

Problem Case
At present the major problem of University of Chittagong is political Instability.
University authority has been failing to run the University smoothly because of
campus and country’s political instability result in academic block, shrinking the
administrative activities etc. Several data show that from January, 2013 to
February, 2015 nearly 360 days university was in vacation for political practice
and others. Faculty of Business administration which breeds Business professional
faces a long academic Backlog.
Department of Management also confronts a great academic backlog. At present
Department has 7 Batches from BBA First Semester to MBA First semester
whereas it has only 6 Classrooms. The Authority of The Department tries hard to
pace up but can not get the satisfactory output. What will be happened in next
when two more batches added in the list (BBA First Semester 2016 and MBA
HRM)?

About E-Learning
E-Learning is the use of technology to enable people to learn anytime and
anywhere. E-learning includes all forms of
electronically supported learning and
teaching. It has become an increasingly
popular learning approach in higher
educational institutions due to the rapid
growth of Internet technologies. E-Learning
allows users to fruitfully gather knowledge
and education both by synchronous and
asynchronous methodologies to effectively
face the need to rapidly acquire up to date
know-how within productive environments
Objectives of E-Learning Center
The main objectives of E-learning center are to minimize the academic backlog
causes in political disequilibrium. Other goals and objectives include the
following:
 To reduce the need for classroom training
 To reduce time away from the job
 To improve Leadership capability by Department Fellowship
 To make learning available anytime, anywhere
 To create awareness in Technical advancement etc.

Assumption Of The project
 E-learning will cover only 40% of Syllabus
 Students and Teachers can be adaptable with the project after training
 It is assumed that about 60 percent of students have Smartphone and 30%
of Students have Data Sharing option (Bluetooth) in mobile phone.
 E-learning center will only take class but exam and other administrative
works will be held in physically
Cost-Benefit Analysis: Why E- Learning Center
The authority of Department of Management Studies has been devoting
themselves to minimize the academic backlog but they can’t get the satisfactory
level because of other uncontrollable forces like political movement. Department
of Management has to carry additional expenses for installing new seating
arrangement and others. Ideatalk suggests that by implementing E-learning DMS
can tradeoff academic backlog and cost occurred due to academic backlog.
Projected cost of E-Learning=BDT 1,14,000
Installation of New class room every Year 50,000*
Teachers opportunity loss to cover Academic backlog 50,000*
Others cost associated for Political movement 20,000*
Total Cost 1,20,000
*Ideatalk assumes all the cost figures.
Students can get their Graduation degree in time by implementing E-learning
Center whereas at present student needs more than four years to graduate. Let’s
take a look on benefit of student if they can come to job market in time:
Salary Months Total
If Graduates get job 20 out 120 18,000 12 43,20,000
If Post Graduates get job 60 out 100 20,000 12 1,44,00,000
Total 1,87,20,000
