This document provides guidance on effectively managing external support for security sector reform (SSR) in West Africa. It discusses the relevance of external support given funding challenges faced by countries in the region. While external assistance can help address capacity gaps, it also risks undermining national sovereignty if not properly managed. The document then recommends applying principles of effective development partnerships to SSR support to mitigate these risks. This includes securing national ownership, aligning support with national systems, encouraging partner harmonization, managing for results, and establishing mutual accountability mechanisms.
