Reading and learning levels of many Indian students are significantly below grade level. More than half of 5th grade students are 3 grades behind in skills. Minority students and those from disadvantaged social groups drop out of school at higher rates than average. The proposed solution introduces a District School Monitoring Body and a school magazine called PAHAL. The Monitoring Body would oversee teacher performance and accountability. PAHAL magazine would be published monthly in local languages to build reading skills and communicate with parents about performance and issues. The goal is to improve learning levels, engagement, and accountability across primary education.
