 determine if learners are meeting Grade 3 learning
standards
 analyze patterns in language development together with
other language, literacy, and numeracy assessments to
develop appropriate intervention programs
 formulate evidence-based policies and plans for Mother
Tongue Based-Multilingual Education (MTB-MLE)
instructional practices and learning environment
provisions that impact learning outcomes
 improve MTB-MLE instruction
 identify teacher training needs
 initiate and conduct research on MTB-MLE instructional
practices and learning environment provisions that
impact student learning outcomes

 Pupils will only answer Test Booklet 1 with the following
subtests:
English- 45 items
Filipino- 45 items
Filipino Numeracy- 20 items
For Mother Tongue Speakers other than Tagalog:
 Pupils will answer Test Booklet 1 with the following
subtests:
English- 45 items
Filipino- 45 items
*Note: Don’t let the pupils answer the Filipino Numeracy Test
Test Booklet 2 with the following subtests:
Mother Tongue- 45 items; Mother Tongue Numeracy- 20 items

 The Examiner will read the English Listening
Guide up to item 12 only.
 The examinees will continue answering from nos.
13 to 45.
 After the English test, Examiner gets the Filipino
Listening Guide and reads up to item 12 only.
The examinees will continue answering from nos.
13 to 45.
 After the Filipino Test, the examinees will
continue answering the Filipino Numeracy Test
from nos. 1 to 20 (for Tagalog Mother Tongue
speakers only).

The Regional Testing Coordinator (RTC)
He/she shall provide Division
Offices the list of private schools
operating with permit that are to be
included in the test administration.
He/she shall also prepare a team
to monitor the test in the whole
region.

The Schools Division Superintendent (SDS)

The SDS shall oversee the test
administration and shall be responsible
for the smooth conduct of the test in the
Division.
He/she shall also designate the
Education Program Supervisors/Qualified
Personnel who shall serve as Division
Testing Coordinator and Private School
Supervisor.

Division Testing Coordinator (DTC) He/she
shall supervise the administration of the test in
public schools.
Private School Supervisor (PSS) or Division
Testing Coordinator Assistant (DTCA)
He/she shall supervise the administration of
the test in private schools.
Chief Examiner (CE) The School Head shall
serve as the Chief Examiner and shall oversee
the conduct of the test in the school.

School Testing Coordinator (STC) The Guidance
Counselor/Department Head shall serve as the School
Testing Coordinator whose task is to assist the Chief
Examiner in the overall conduct of the test.
Room Supervisor (RS) Teachers from other schools
shall serve as Room Supervisors. They shall monitor
and supervise in the rooms assigned to them.
 There must be 1 RS assigned in every 10 testing rooms if
there are 30 examinees per room;
 They shall conduct ocular inspection the day before the
test to familiarize themselves with the layout of the
school.

Room Examiner (RE) Teachers from other
schools shall serve as Room Examiners.
 They shall conduct the test in accordance with the
standardized test administration guidelines. RSs and
REs must NOT come from the same school.
 Transportation and other incidental expenses shall be
charged to their school’s Maintenance and Other
Operating Expenses (MOOEs)/local funds.
Support Staff (SS) Administrative support
staff shall provide any test-related assistance
to the School Head, such as preparation of
testing rooms.

 Prepares the following contents of the ETRE:
1.Used Answer Sheets (arranged consecutively by serial number and
placed in the original plastic bag)
NOTE: Make sure that the two sheets of ASs of one examinee are
together.
1.Forms 1 and 2 (back to back)
2.Form 7
3.Actual Time Record
4.Narrative Report
1.Accomplishes the ETRE and seals it inside the testing room.
 Submits the following to the CE:
• ETRE
• Unused Ass
• All TBs together with the Batch Slip. THIS IS IMPORTANT.

 Collects and accounts all ETREs, arranges and bundles them accordingly.
The number of ETREs must tally with the number of testing rooms.
 Counts the TBs per pack with the assistance of the Room Supervisor. The
open end of the plastic bag must be resealed by tape or stapler.
 Places inside the CETRE the following materials:
1. Unused Ass
2. Form 3
3. Form 4
4. Scannable School Header
 Accomplishes Forms 5 and 6 and places these in corresponding boxes:
Form 5 – on top of Box 1 of the TBs
Form 6 – on top of Box 1 of the ASs
 Submits all test materials to the Division Testing Coordinator for final
accounting.

The Regional and Division Offices shall form a
committee to monitor and evaluate the
processes done before, during, and after the
conduct of the test using a monitoring tool.
A monitoring tool is provided to every test
monitor to ensure that the standard
procedures are followed.
The monitoring and evaluation to be conducted
in random schools in select divisions shall be
part of the research on the effectiveness of the
test administration scheme and utilization of
data.

Handbook, Replicas of Name
Grid and Board Displays

1. EHs will be stored in the Division Office.
Name Grid replicas and Board Works will
be stored in the schools or testing
centers. These documents are for future
use.
2. Replicas of the name grid intended for
each testing program should be properly
stored and utilized in school. These are
generic to all testing programs; hence,
may be used in future testing activities in
case no reprints will be provided.

Dealing with the Forwarder of TMs

1. Exact addresses of Division Offices or drop-off points
should be provided to BEA to be turned over to the
Forwarder.
2. Forwarder must provide to BEA the contact persons
and numbers as well as the itineraries of delivery and
retrieval for ready reference.
3. Each Division should designate at least two
authorized staff to receive the TMs other than the
DTC.
4. The neighboring Divisions in the Region should
establish a network of communication.

Packing of Test Materials
The following test materials must be placed in
their original boxes for submission to the
Division Office for pick up by BEA authorized
Forwarder:
1. Bundles of ETREs with the CETRE on top
2. Bundles of TBs (re-sealed)
3. BEA Form 5 to be inserted in Box No. 1 of
the Division on top of the TBs
4. BEA Form 6 to be inserted in Box No. 1 of
the Division on top of the CETREs/ETREs

4.1 Every receiving Division should take note of Forwarder’s
contact number and the date and time TMs will be retrieved
4.2 The next division to receive the TMs from the Forwarder should
be alerted by the Division immediately after receiving its TMs
while informing also the Forwarder that the next division to
receive has been alerted already.
4.3 The same procedure will be followed in the retrieval of TMs.
4.4 Accomplish the evaluation form on the Performance of
Forwarder and submit thru email.

  • 25. DEPARTMENT OF EDUCATION 25 The Regional Testing Coordinator (RTC) He/she shall provide Division Offices the list of private schools operating with permit that are to be included in the test administration. He/she shall also prepare a team to monitor the test in the whole region.

DEPARTMENT OF EDUCATION The Schools Division Superintendent (SDS) 26 The SDS shall oversee the test administration and shall be responsible for the smooth conduct of the test in the Division. He/she shall also designate the Education Program Supervisors/Qualified Personnel who shall serve as Division Testing Coordinator and Private School Supervisor.
  • 27. DEPARTMENT OF EDUCATION 27 Division Testing Coordinator (DTC) He/she shall supervise the administration of the test in public schools. Private School Supervisor (PSS) or Division Testing Coordinator Assistant (DTCA) He/she shall supervise the administration of the test in private schools. Chief Examiner (CE) The School Head shall serve as the Chief Examiner and shall oversee the conduct of the test in the school.

DEPARTMENT OF EDUCATION 28 School Testing Coordinator (STC) The Guidance Counselor/Department Head shall serve as the School Testing Coordinator whose task is to assist the Chief Examiner in the overall conduct of the test. Room Supervisor (RS) Teachers from other schools shall serve as Room Supervisors. They shall monitor and supervise in the rooms assigned to them.  There must be 1 RS assigned in every 10 testing rooms if there are 30 examinees per room;  They shall conduct ocular inspection the day before the test to familiarize themselves with the layout of the school.

DEPARTMENT OF EDUCATION 29 Room Examiner (RE) Teachers from other schools shall serve as Room Examiners.  They shall conduct the test in accordance with the standardized test administration guidelines. RSs and REs must NOT come from the same school.  Transportation and other incidental expenses shall be charged to their school’s Maintenance and Other Operating Expenses (MOOEs)/local funds. Support Staff (SS) Administrative support staff shall provide any test-related assistance to the School Head, such as preparation of testing rooms.

DEPARTMENT OF EDUCATION Room Examiner 30  Prepares the following contents of the ETRE: 1.Used Answer Sheets (arranged consecutively by serial number and placed in the original plastic bag) NOTE: Make sure that the two sheets of ASs of one examinee are together. 1.Forms 1 and 2 (back to back) 2.Form 7 3.Actual Time Record 4.Narrative Report 1.Accomplishes the ETRE and seals it inside the testing room.  Submits the following to the CE: • ETRE • Unused Ass • All TBs together with the Batch Slip. THIS IS IMPORTANT.
  • 31. DEPARTMENT OF EDUCATION Chief Examiner 31  Collects and accounts all ETREs, arranges and bundles them accordingly. The number of ETREs must tally with the number of testing rooms.  Counts the TBs per pack with the assistance of the Room Supervisor. The open end of the plastic bag must be resealed by tape or stapler.  Places inside the CETRE the following materials: 1. Unused Ass 2. Form 3 3. Form 4 4. Scannable School Header  Accomplishes Forms 5 and 6 and places these in corresponding boxes: Form 5 – on top of Box 1 of the TBs Form 6 – on top of Box 1 of the ASs  Submits all test materials to the Division Testing Coordinator for final accounting.

DEPARTMENT OF EDUCATION 40 The Regional and Division Offices shall form a committee to monitor and evaluate the processes done before, during, and after the conduct of the test using a monitoring tool. A monitoring tool is provided to every test monitor to ensure that the standard procedures are followed. The monitoring and evaluation to be conducted in random schools in select divisions shall be part of the research on the effectiveness of the test administration scheme and utilization of data.

  • 52. DEPARTMENT OF EDUCATION 52 1. EHs will be stored in the Division Office. Name Grid replicas and Board Works will be stored in the schools or testing centers. These documents are for future use. 2. Replicas of the name grid intended for each testing program should be properly stored and utilized in school. These are generic to all testing programs; hence, may be used in future testing activities in case no reprints will be provided.

  • 55. DEPARTMENT OF EDUCATION Dealing with the Forwarder of TMs 55 1. Exact addresses of Division Offices or drop-off points should be provided to BEA to be turned over to the Forwarder. 2. Forwarder must provide to BEA the contact persons and numbers as well as the itineraries of delivery and retrieval for ready reference. 3. Each Division should designate at least two authorized staff to receive the TMs other than the DTC. 4. The neighboring Divisions in the Region should establish a network of communication.

DEPARTMENT OF EDUCATION Packing of Test Materials The following test materials must be placed in their original boxes for submission to the Division Office for pick up by BEA authorized Forwarder: 1. Bundles of ETREs with the CETRE on top 2. Bundles of TBs (re-sealed) 3. BEA Form 5 to be inserted in Box No. 1 of the Division on top of the TBs 4. BEA Form 6 to be inserted in Box No. 1 of the Division on top of the CETREs/ETREs

DEPARTMENT OF EDUCATION 57 4.1 Every receiving Division should take note of Forwarder’s contact number and the date and time TMs will be retrieved 4.2 The next division to receive the TMs from the Forwarder should be alerted by the Division immediately after receiving its TMs while informing also the Forwarder that the next division to receive has been alerted already. 4.3 The same procedure will be followed in the retrieval of TMs. 4.4 Accomplish the evaluation form on the Performance of Forwarder and submit thru email.  bea.ead@deped.gov.ph  bea.od@deped.gov.ph
