Entry-Level Engineer Project Timeline
Project Manager vs. Instructional Designer
This client has explained his need for all “entry level engineers” to have a clear
understanding of the requirements and need to follow OSHA (Occupational Safety and Health
Administration) rules, need of the use of PPE’s (Personal Protective Equipment), and the proper
usage of PPE’s that he and/or she uses in their daily job within the first seven days of
employment. The client also wants a deliverable that can be used by the engineer team to
immediately answer questions, do refresher training, and acquire knowledge of the new
information concerning OSHA and PPE.
After the “needs assessment,” I assigned both Mark (instructional designer) and John
(web-developer) to research current OSHA and PPE that engineers use on a daily basis. OSHA is
a federally regulated organization.
Under the OSH Act, employers are responsible for providing a safe and healthful
workplace. I assigned this task because, as a project manager, I cannot assume
that the client is up-to-date on the current regulations concerning PPE for
engineers in their workplace. Any found related updates will be included in the
deliverables (United States Department Of Labor, (2013, para. 2).

As the project manager I have chosen for Mark to use the learner analysis of Smaldino,
Lowther, and Russell approach (2009, as cited in Brown & Green, 2011). The Smaldino,
Lowther, and Russell approach (2009, as cited in Brown & Green, 2011) states, “They suggest
that the learner analysis should focus on three aspects of the target audience: general
characteristics, specific entry competencies, and learning styles,” (p. 78).
Mark was selected as a team member because I need an expert instructional designer to
develop and execute the directed learning environment. I chose John (web-development expert)
for a team member to meet the secondary deliverable. The “project sponsor”, accountant,
procurement agent, technical specialist, and the engineer trainer were selected by the client.
