It discusses how most current systems analyze large amounts of unstructured data from various online sources using complex algorithms, which can generate imprecise results given the lack of standards. The document then proposes a new grassroots web-based system that collects structured data directly from primary health centers, hospitals, and laboratories. This traditional approach uses threshold values based on percentiles to determine when an epidemic is triggered. If adopted, it could help standardize web-based disease surveillance.
