A growing problem in America is homeless families. Most families that are homeless have at least one
or two children. Being homeless as a child can have severe effects on that child s education and
development. Homeless children may have trouble focusing in class not only because they were not
able to do the homework, but also because they may not have had enough to eat or a decent place to
sleep, and they may be emotionally overwhelmed by the upheavals in their personal lives ( Over One
Million U.S. Kids are Homeless ). Many things can contribute to homelessness, for instance; poverty,
lack of affordable housing, job loss, economic insecurity, etc. America needs to stabilize shelters,
move homeless people into permanent housing, execute assistance programs to help people maintain
their housing, and expand local government support for the development of affordable housing units.
Homeless shelters do already exist in America, but most are filthy and are invaded with bedbugs and
body lice. Most large homeless shelters do not have proper ventilation, causing it to get extremely hot
during the summer. Even though families do stay in these shelters, it is unsafe and gross. Homeless
shelters in America are mostly funded from donations, meaning that homeless shelters do not have
very large funds. Therefore, homeless shelters should be funded by the government. With the proper

The case of former Virginia Governor Robert McDonnell and his wife, Maureen McDonnell was an
important game changer in politics. They were indicted by the Federal Government on bribery
charges. These charges were due to the acceptance of more than $170,000 in loans, gifts, and other
benefits by a Virginia businessman, Jonnie Williams, while the Governor was in office. Jonnie
Williams was the chief executive officer of Star Scientific, which is a Virginia based company that
developed a nutritional supplement made from anatabine, a compound found in tobacco. This
nutritional supplement called Anatabloc. William claimed that Anatabloc had healing powers and

The charges against the Governor were conspiracy to commit honest services fraud (18 U. S.
C.§1343) and conspiracy to commit Hobbs Act extortion (§1951(a)). As to Governor spouse, Maureen
McDonnell, she was indicted on obstructing official proceedings (§1512(c)(2)) and similar charges as
the Governor. The bribery statute states that a crime is committed when a public official or person
selected to be a public official, directly or indirectly, or corruptly demand, receive, accept to receive or
accept anything of value in return for being influenced in the performance of any official act. §201(b)
(2). Therefore, the Government was required to prove that Governor McDonnell agreed to commit an
official act in exchange for the gifts and loans from Williams. The Government alleged that the
Governor had committed more than five official acts by arranging meetings, hosting events,
promoting Star Scientific s products and contacting other government officials to encourage the
research of anatabine in state universities. The Governor claimed that doing this kind of meetings or
introductions was common and that he did it literally thousands of times as Governor. The District
Court told the jury that in order to convict Governor McDonnell, it must find that he agreed to accept
a thing of value in exchange for official action . The Governor requested the court to instruct the jury
to further explain the meaning of official act but the District Court declined the proposed instruction to
the jury. The jury convicted the Governor on the honest services fraud and Hobbs Act extortion
charges but cleared him on the false statement charges. After the verdict, the Governor filed a motion
to vacate the convictions claiming the jury instructions were legally erroneous, but the District Court
