Selection Criteria

• Is innovative (max 250 words):
- This proposal is innovative as it explores the cutting-edge potential of transitioning a
complex energy modeling tool to a modern, open-source language. This could democratize
access to TIMES to those modelers with smaller research budgets than the current user
base, fostering wider research and collaboration.
• Will be of benefit to project partners (max 250 words):
- Project partners will gain valuable insights into the feasibility of the migration, aiding
strategic decision-making. Active participation will enhance their expertise in Julia and
open-source modeling tools.
• Will be of benefit to the ETSAP community (max 250 words):
- The ETSAP community will benefit from increased accessibility to TIMES, broader
collaboration opportunities, and potential cost savings. The project aligns with ETSAP's
goals of promoting open-source tools and expanding the user base.

- This proposal directly addresses Annex XV's focus on advancing energy modeling tools and
methodologies. It aligns with the program's objectives of enhancing accessibility,
affordability, and collaborative potential within the modeling community.
• Is cost-effective (max 250 words):
- The proposed budget is cost-effective, considering the potential long-term benefits of
transitioning to a free and open-source platform. The feasibility study will provide a clear
cost-benefit analysis, guiding future investment decisions.
• Budget €45,500
• Deadline June 2025
• Deliverables
- A comprehensive report detailing the feasibility of the migration, addressing all
aforementioned dimensions.
- A meticulously crafted workplan and budget estimation for the TIMES-Julia software
development, contingent on the feasibility study's positive outcome.
