This document outlines a proposed strategy for reducing damage claims from improper police use of force in Slovenia. It begins with background on rising damage claims from 2002-2005. It then presents a vision statement describing the desired state of policing and use of force by 2010. The vision includes perspectives on learning & growth, internal processes, police behavior, and public perspective. Key priorities are identified from the vision and used to develop a strategy map. The map links objectives, measures, and priorities across the four perspectives. The goal is to reduce injuries, claims, costs through improved training, policies, transparency, and community engagement.
