This document outlines a communications strategy to build the capacity of business associations and media in Vietnam to engage with and provide information on issues related to the Forest Law Enforcement, Governance and Trade (FLEGT) process and Voluntary Partnership Agreement (VPA). The strategy identifies key internal and external audiences, their roles and responsibilities, and principles and methods for effective communication. The overarching goals are to improve understanding of FLEGT among stakeholders and prepare them for VPA implementation.
