F inancial   IN clusion   I mproves   S anitation   and   H ealth FINISH Philosophy Financial Inclusion Overall:  Use micro-credit and micro-insurance as financial incentives for behaviour change in sanitation Sanitation  can affect and be affected by  micro-finance But micro-finance is  micro-credit  plus  micro-insurance Preferential access to household insurance reduces delinquency risk – and thus makes more and friendlier microcredit available
F inancial   IN clusion   I mproves   S anitation   and   H ealth Create a demand for a sanitation micro-loan Show a toilet is a livelihood asset - not just a health asset Move towards priority sector lending – home improvement Stress re-finance possibilities But beware moral hazards of sanitation loans by evolving procedures to suit Micro-credit & Sanitation
F inancial   IN clusion   I mproves   S anitation   and   H ealth Sanitation can  impact the availability of life and health micro Insurance Claims data that validate health benefits of sanitation can monetize sanitation assets Long term goal: A primary care product with underwriting based on sanitation Micro-insurance & Sanitation
F inancial   IN clusion   I mproves   S anitation   and   H ealth FINISH Philosophy Safe Rural Sanitation Overall:  Sustainable development of safe rural  sanitation  But safe sanitation not just for dignity, convenience or aesthetics alone – but for (1)  monetized health benefits  and (2)  pride of ownership Safe sanitation means  paying careful attention to details : e.g., for design and construction: Soil and Topography Water sources and table Water availability
F inancial   IN clusion   I mproves   S anitation   and   H ealth FINISH Philosophy Safe Rural Sanitation Safe sanitation also means  creating awareness and changing habits , through IEC: Mass-media and face to face communication Continued monitoring of usage….  Stakeholder capacity building that reiterates key messages Emphasis on recycle and reuse possibilities Safe sanitation also means  encouraging innovation : e.g., SIF /donor tie ups
F inancial   IN clusion   I mproves   S anitation   and   H ealth FINISH Philosophy Safe Sanitation Since urban sanitation is resource-intensive :  Expensive sewerage lines and centralized STP More water for flushing Greater energy use Does not recycle or recover nutrients And yet is subsidized Fiscal benefits on housing loans State-owned sewerage lines and treatment plants Is there a case for asking governments to subsidize  the treatment system (construction of pits) in rural decentralized sanitation systems?

Densities crucial for health impacts of improved sanitation – hence access to credit angle is critical!  Annual cost of poor sanitation = potential savings due to improved sanitation & hygiene: Household–level : 34% reduction in annual  diarrheal incidents with hand washing National-level : Rs 2 lakh crores (6.4% of India’s GDP)
