This document discusses globalized terrorism from two perspectives: 1) State terrorism practiced by major Western powers like the US to control natural resources and markets in other countries. This has led to wars, dictatorships, and sponsorship of terror. 2) Terrorism by organizations reacting to Western imperialism in places like the Middle East against military occupations. It argues the US and allies are responsible for social and economic ruin worldwide and instigate conflicts for their interests. According to philosopher Thomas Hobbes, the current international situation resembles a "state of nature" without common laws, where all states act in self-interest through force. To end this state and global wars/bloodshed, the document argues for establishing a democratic world government representing all peoples

- 1. 1 GLOBALIZATION OF TERRORISM Fernando Alcoforado * The world today is faced with two types of globalized terrorism: 1) state terrorism practiced by the major capitalist powers, especially the leading sectors of the United States and its allies targeting the conquest of natural resources and market domination of the peripheral capitalist countries and, 2) terrorism practiced by organizations that react to imperialist action around the world, particularly Arabs, fighting against the military occupation of their countries by Western powers, as in Iraq and Afghanistan, or acting in the core capitalist countries as evidenced by the attacks of World Trade Center in New York and, more recently, in the Boston Marathon. Imperialism practiced by the major Western powers means war and terrorism. Of all the violent forces that emerged to date throughout history, was imperialism (British, French and American, among others), who committed the greatest crimes against humanity - wars imperialist as the 1st and 2nd World War, limited wars like the Korean War and the Vietnam War and sponsorship of terror regimes as deployed military dictatorships in Latin America in the 1960s and 1970s, including Brazil. Through regimes subordinate to their interests, the U.S. government sponsored all possible acts of terrorism, including unlawful arrests and detentions, torture, murder, among other actions. Millions of people in Asia, Africa and Latin America have suffered from these acts of state terrorism. In the last 12 years, the U.S. government and its allies unleashed four wars of aggression scale - those in Iraq, Yugoslavia, Afghanistan and Libya - and in the process profited from the spoils, as oil resources and military contracts, while the peoples of these countries suffered terribly with terror of all these imperialist wars of aggression. The new targets in the United States and its allies are the overthrow of regimes of Assad in Syria and the ayatollahs in Iran with the support of Israel that recently attacked Syria foreshadowing an escalation of the war in the Middle East. What makes such wars extremely abominable is cowardice in the use of air power including using unmanned aircraft (drones) and other high-tech weapons to bomb and massacre civilians, destroying infrastructure, including dams, power plants, hospitals, kindergartens, schools, factories, office buildings, churches and the media. The U.S. and its imperialist allies are responsible for the social and economic ruin of the peripheral countries of the world. Furthermore, instigates ethnic and religious conflicts, creating rivalries and civilian massacres. The United States is the aggressor and terrorist number one of Humanity. No matter how occasionally shocking the activity of small private groups of terrorists because they are all tiny to the gigantic U.S. terrorism. The U.S. government is oppressing immigrants from Asia, Africa and Latin America, and especially those who belong to the Islamic faith. Enacted the fascist Patriot Act, under the guise of anti-terrorism to other countries imposing the model legislation undemocratic and draconian measures. The U.S. government is inducing the repression of the countries under its tutelage to make arbitrary arrests, incommunicable detention without charge, military courts against civilians, murder or abduction of anti-imperialist leaders to be tried in courts controlled by them, and are granted permission to the CIA to assassinate anti-imperialist leaders abroad. The escalation of terror globalized find fertile ground for their proliferation with state terrorism practiced by the U.S. government.
- 2. 2 The scenario in which we currently live on the planet Earth configures what Thomas Hobbes called the state of nature or state of war of everybody against everybody. According to Hobbes, one of three situations in which the state of nature can verify occurs "in international society, where relations between states are not regulated by a common power, a situation that could be called interstate" (Bobbio, Norberto. Thomas Hobbes. Campus, Rio, 1991, p. 36). It should be noted that the term "state of nature" was defined by the philosopher Thomas Hobbes in his book Leviathan. According to Hobbes, in the "state of nature", reigns the absence of law, so there is no room for justice. In this context, all seeking to defend their rights by force. In the "state of nature" thus conceived by Hobbes, reigns the war of everybody against everybody. The state of nature is therefore the state of freedom without external law, that is, no one can be forced to respect the rights of others nor can be sure that others will respect its much less can be protected against acts of violence of others. This is the situation that prevails in international relations today. There isn´t in actuality what Hobbes calls the common power on the world stage, that is, the existence of any agreement to leave the state of nature to establish a situation such that each one follows the dictates of reason, the safety of what others will do the same. This is, according to Hobbes, the precondition for peace. Hobbes says that the state of nature is a state of insecurity and the purpose of the agreement is to remove the causes of insecurity. The main cause of insecurity is the lack of a common world power and the only way for this is that all states consent to give up their own power by transferring it to a legal entity, such as the UN General Assembly. As humanity not build a world power common prevails law of the jungle, ie the state of nature in the international arena. While availing political hegemony, economic and military of the United States seeking to impose their will and of international capitalism in the context of the interstate system, the war of everybody against everybody will be the dominant feature. The risk that a world government is likely to be led by the same great military and economic power is real. It is preferable, however, to assume that risk than of doing nothing. It´s necessary to take that risk, working and investing in the possibility of which may be established a truly democratic government on a global scale in the future. The world government to be formed in the future may be born based on persuasion and pressure from the international community for their urgent necessity, or else come after disasters that may occur in environments economic, social and ecological and the cascading world wars that may grow in the future if nothing is done. With a world government, it will be possible to fight against the war and to end the bloodshed that has characterized the history of mankind throughout history. To be democratic, world government must be representative of all the peoples of the world. In these circumstances, all countries of the world would have shared their sovereignty among themselves through world government.
